Attapulgus RFQ Guide for Statement of Qualifications

This is a Request for Qualifications (RFQ) guide issued by the City of Attapulgus, Georgia, seeking qualified engineering firms to provide services for a potential Community Development Block Grant (CDBG) project focused on water system improvements. The City of Attapulgus is pursuing FY 2027 CDBG funding through the Georgia Department of Community Affairs (DCA) and requires statements of qualifications and proposals from engineering firms with demonstrated experience implementing CDBG projects for local governments. Proposals must be received by 4:00 PM on Monday, October 5, 2026, with no exceptions for late submissions. A draft Preliminary Engineering Report (PER) is required no later than March 19, 2027. If the CDBG grant is awarded, the selected engineering firm is guaranteed the contract for engineering services.

Respondents must submit comprehensive qualifications including firm history and resources, CDBG/EIP/RDF experience and other DCA grant program involvement, key personnel qualifications, current workload capacity, proposed scope and level of service, experience with similar projects with references, and fees or percentages for the PER development and design and construction management services. Additional required submittals include Errors and Omissions Insurance documentation, a Statement of Qualifications Form, a Section 3 Certification Form (if applicable), and a Unique Entity Identifier (UEI) number if available. The project is funded through Georgia's CDBG Program, and the selected firm's fees will be structured based on deliverables including the preliminary engineering report and construction management services contingent upon grant award.
