About this file

This is a Statement of Work for 900-ton crane rental services for the 846th Test Squadron at Holloman Air Force Base, New Mexico. The 704th Test Group requires temporary mobile crane services to move and place eight large concrete targets at the Holloman High Speed Test Track (HHSTT) due to a critical failure of the government-owned 200-ton Shuttlelift Gantry Crane. The work is scheduled for April 1 through April 24, 2026, with operations not to exceed 80 hours. The critical deadline is driven by the need to maintain momentum on Department of War rocket-sled test simulations and prevent delays to systems scheduled for delivery to the warfighter.

The contractor must provide a fully equipped 900-ton class mobile hydraulic crane (such as a Liebherr LTM 1400-7.1 or equivalent) capable of safely lifting and placing a 320,000-pound load at a 28-foot working radius, including all support equipment, rigging, slings, shackles, and approximately 441,000 pounds of counterweight. All contractor-provided personnel must meet federal, state, and local certifications (OSHA, ANSI/ASME) and include a certified crane operator, two certified riggers, a licensed truck driver, and a self-propelled modular transporter operator. The scope encompasses mobilization and setup, crane operation for the designated hours, and complete demobilization and removal of equipment upon project completion. The government will provide clear site access and ensure site preparation for crane operations. The primary point of contact is Issac Portillo at 575-572-8993, located at Building 1189, 1521 Test Track Road, Holloman Air Force Base, NM 88330.

900-ton Crane Rental

Statement of Work

For

704th Test Group/846 Test Squadron

10 March 2026

1.0 PURPOSE

The 846th Test Squadron (846 TS), part of the 704th Test Group, operates the Holloman High Speed Test Track (HHSTT) to execute rocket-sled test simulations for critical Department of War systems.

A critical upcoming mission requires the movement and placement of eight large concrete targets. This task is normally performed by the government-owned 200-ton Shuttlelift Gantry Crane, which recently suffered a critical failure and is currently inoperable, halting all related mission activities.

The unavailability of the primary crane creates a direct and immediate risk of delaying critical National Defense programs that depend on the timely completion of this test mission. A temporary solution is required to mitigate this delay and execute the task as scheduled.

The purpose of this requirement is to provide a temporary, short-term mobile crane rental service. This service will provide the necessary heavy-lift capability to move and set concrete targets, ensuring the mission proceeds on schedule and tested systems are delivered to the warfighter without delay.

2.0 SCOPE

The contractor shall provide all personnel, equipment, materials, supervision, and other items necessary to provide and operate a 900-ton class mobile hydraulic crane. The purpose of this service is to move and set eight (8) concrete targets at the Holloman High Speed Test Track (HHSTT).

Period of Performance: The work shall be performed from approximately April 1, 2026, to April 24, 2026.

Location: The work will be performed at the HHSTT, Holloman AFB, NM.
