About this file

This document contains attachments for an Oregon state Request for Proposals (RFP) for Type 1 Twin-Turbine Powered Helicopter Services, specifically bid number S-62900-00012775 issued by the Oregon Department of Forestry (ODF). The RFP seeks a helicopter and crew for wildland fire suppression services, with proposals evaluated across multiple dimensions including aircraft capabilities, pilot experience, and pricing. Proposers must submit detailed attachments covering helicopter specifications, pilot qualifications, performance metrics, references, and pricing. The contract appears to be for a 75-day Maximum Availability Period (MAP) with potential extension terms, targeting helicopter services primarily in Central/Eastern Oregon for fire suppression operations.

The pricing structure includes a daily availability rate calculated by multiplying a flight hour minimum by an hourly flight rate, with additional pre-determined rates for extended standby, overnight stays, and vehicle mileage. Proposers will be scored on their flight rate (20 points possible) and daily availability rate (50 points possible), with a total possible price score of 70 points. The evaluation also includes points for aircraft performance features like jettisonable payload (30 points) and pilot experience in wildland fire suppression, geographic area familiarity, and specialized flying skills (80 points). Proposers must demonstrate compliance with various regulatory requirements, including FAA certifications, USFS/OAS cards for aircraft and personnel, and meeting specific technical and operational standards for fire suppression helicopter services.

PRICE PROPOSAL

(70 POINTS MAX)

PROPOSER: _______________________________________________________

ODF will evaluate the reasonableness of the price, when compared to the overall capabilities and services being offered. Additional bases of operation may be required as a contingency for fire emergencies. Submit a Flight Rate price per hour below, including both tank and bucket work and in consideration of the possibility that additional bases of operation will be required. Submit a Flight Hour Minimum per day (only in whole and half hours). Enter the Daily Availability Rate using the calculation Flight Hour Minimum x Flight Rate.

Flight Rate $________________________ per hour.

Flight Hour Minimum ____________________ hours per day.

Daily Availability Rate $____________________ per day (Flight Hour Minimum x Flight Rate).

Payment terms will remain the same for the 75-day MAP and for Extension Terms past the 75-day MAP. Each day during the term of the MAP and any Extension Terms, Contractor will be paid the Daily Availability Rate (Flight Hour Minimum) or actual flight time, whichever is greater.

The following rates have been pre-determined by the Agency:

• Extended Standby Rate for a maximum of 5 people (beyond 9-hour Daily Standby/not to exceed 14 hours) = $100.00 per hour/per required person.

• Remain Overnight (RON) reimbursed at Federal Domestic Per Diem Rate(s)

• Service Vehicle Mileage Rate = $3.75 per mile

• Fuel Truck Mileage Rate = $5.75 per mile

Price score will be calculated for the lowest Flight Rate (20 Points Possible) and lowest Daily Availability Rate (50 Points Possible). The total Price Points Possible is 70.

The price score to each price Proposal is based upon the percentage of the proposed price as compared to the lowest Proposer’s price using the following formula:

lowest price of all Proposers X price points possible = price score price being scored

Example:

Proposer A Proposer B Proposer C Flight Rate $4000 Flight Rate $3500 Flight Rate $3450 Points 17.25 Points 19.71 Points: 20 Daily Availability Rate: $12,000 Daily Availability Rate: $14,000 Daily Availability Rate: $12,075 Points: 50 Points: 42.86 Points: 49.69 Total Points Total Points Total Points
