About this file

This document is Part 6 of a federal contract solicitation for transportation services at the U.S. Embassy in Kuwait.

The solicitation requires two primary transportation services: shuttle bus services for staff transportation across three shifts (day, mid, and night) and Foreign Service Officer (FSO) transportation using two full-size SUVs. The contract is structured as a firm-fixed-price arrangement with a 12-month base year and four optional 12-month extension years, for a potential total contract period of five years. Offerors must submit monthly pricing for five Contract Line Items (CLINs): three for shuttle bus services by shift and two for FSO vehicle transportation. All prices must be submitted in U.S. dollars and include all labor, vehicles, drivers, fuel, supervision, insurance, maintenance, permits, licenses, communications, and operational costs. The government reserves the right to increase, decrease, or suspend services based on operational requirements, and payment is made only for services actually performed and accepted. Mobilization, transition activities, and startup costs are considered incidental to contract performance and must be included in the firm-fixed prices with no additional compensation provided.

Performance requirements include 100% completion of all required transportation services, 95% timeliness (scheduled transport begins and ends within 15 minutes of target times under normal conditions), 100% vehicle compliance (availability, safety, proper maintenance, and required safety equipment), and 100% personnel compliance (drivers and supervisors meeting contract requirements with immediate correction of deficiencies). All performance objectives are monitored through 100% inspection and Contracting Officer Representative (COR) validation. The contract specifies eight pickup locations throughout Kuwait, primarily in the Salmiya area, with routes documented on provided maps showing the route between the U.S. Embassy visa applicant parking area and various staff pickup points.

For Foreign Service Officer (FSO) transportation services, payment shall be made only for periods during which the service is required and utilized, as directed by the Government. If FSO transportation services are not required (e.g., due to leave, absence, or suspension of service), no payment shall be made for that period.

All prices shall be firm-fixed and shall include all costs necessary to perform the services, including but not limited to vehicles, drivers, fuel, maintenance, insurance, permits, travel time, pre- and post-shift operations, and all operational requirements.
