About this file
This is a Vendor Questions and Answers document for USAGM RFQ 951700-26-Q-0005 concerning Kuwait Transmitting Station Staff and FSO Transportation Services. The document contains 75 questions and answers addressing critical clarifications on solicitation requirements, pricing, vehicles, personnel, and operational procedures.
The solicitation requires the contractor to provide staff shuttle bus transportation services for three shifts (Day 7:00 AM-3:30 PM, Mid-shift, and Night-shift) accommodating approximately 40 passengers per day shift, plus dedicated full-size SUV transportation for two Foreign Service Officers during normal duty hours (0700-1530, Sunday-Thursday). All services must be performed within Kuwait's geographical boundaries using vehicles no more than three years old and maintained throughout the entire contract period. The contractor has full responsibility for determining appropriate vehicle quantities, deployment strategies, and backup vehicle capacity to ensure uninterrupted service without minimum quantity guarantees. Transportation pricing is firm-fixed unit prices with payment only for services actually performed and accepted, with no separate reimbursement for fuel cost fluctuations. The revised quote submission deadline is August 7, 2026 at 8:00 AM EST, with contract performance commencing September 30, 2026. Key clarifications include that the Government will not prescribe specific bus numbers or seating capacities; contractors must determine appropriate resources to meet requirements. FSO transportation is not limited to home-to-office routes but includes all official Government business throughout Kuwait with pickup/drop-off locations to be provided post-award. Contractor personnel must satisfy security vetting and background check requirements with Government assistance in facilitating access permits at the transmitting station. The incumbent contractor was TYD SERVICES under Contract No. 951700-25-P-0100, and Amendment A00001 adds FAR clauses 52.237-3 (Continuity of Services), 52.229-11, 52.229-12 (Tax on Foreign Procurements), and 52.245-1 (Government Property) while removing Defense Base Act insurance requirements.
