About this file

This document is a Brand Name Specification Determination from the Oregon Department of Administrative Services, Procurement Services (DAS PS), on behalf of the Oregon Department of Fish and Wildlife (ODFW), for a Price Agreement to purchase archery equipment for the National Archery in the Schools Program (NASP). The contract will provide bows, arrows, and targets from specific brands required for NASP competitions to schools participating in the program. The total estimated cost is $618,000 over a 10-year period, with an initial 2-year contract term and the possibility of up to four 2-year extensions.

The justification for the brand name specification is that NASP requires the use of the specified equipment brands for competitions, and schools and students already have these brands on hand, so continued use is required for compatibility and efficient utilization of existing resources. The agency determines that the brand name specification is necessary and will not unduly limit competition, as these specific products are the only ones approved for NASP participation.

8. Background:

The State of Oregon, acting by and through the Department of Administrative Services, Procurement Services (DAS PS), is issuing an Invitation to Bid (ITB), on behalf of the Oregon Department of Fish and Wildlife (ODFW), to establish a Price Agreement for the purchase of archery equipment for National Archery in the Schools Program (NASP).

Oregon Department of Fish and Wildlife’s Hunter Education Archery section helps supply necessary archery equipment to schools that participate in NASP. NASP introduces and teaches archery skills to school age kids between grades 4 through 12. In order for the students to participate in the national tournaments through their schools, NASP requires competition equipment to be exactly all the same.

There is no deviation from these brands and specific items allowed. NASP is aimed at improving educational performance through learning archery skills such as focus, self-control, discipline, and patience. ODFW believes introducing youth to archery, within the schools, helps promote safe hunting and recruit students to participate in the ODFW’s Hunter safety classes.

Participation in hunting activities have been on the decline in recent years. Hunting license sales produce statewide funding for wildlife conservation and habitat restoration. In an effort to help increase funding for wildlife conservation and habitat restoration, ODFW participates in the national R3 plan (Recruit, Retention and Reactivation). By providing equipment to NASP and Hunter’s safety classes, ODFW is actively participating in the recruitment of new participants.

DAS PS anticipates the award of one Price Agreement resulting from the ITB. The initial term of the awarded Price Agreement will be two (2) years with the possibility of one or more two (2) year extensions. The maximum term, including extensions, of the Price Agreement shall not exceed ten (10) years.
