Prime Integrated Portal (PiP)

Statement of Objectives Purpose

Intent for this initial task order on the Range IDIQ Support Effort (RISE) contract is for the contractor to submit a Prime Integrated Portal (PiP) white paper solution addressing plans and capabilities regarding:

• Unclassified PiP

• Classified PiP

• Digital Engineering

Background

As part of the DoD Digital Engineering Transformation, and the Digital Air Force Initiative, communication and passing of information between contractor and the Government via digital technology is deemed as critical, and new processes need to be rapidly established to facilitate more efficient information transfer. This white paper is being used to explore the capabilities and suggestions from each contractor on the RISE contract, to assist in developing the detailed requirements that will be applied to task orders. See the following websites for general information regarding the prevailing DoD and Air Force strategy.

Overview

The United States Air Force (USAF) desires to enhance communication between RISE Contractors and the Government Program Management Office. A Prime Integrated Portal (PiP) concept has been developed, that includes a logical connection between the contractor and the Government team that allows for transfer of data and utilization of common applications to review the data. The contractor’s PiP white paper will present preferred PiP solutions to implement from the contractor’s perspective.

• Future RISE task/delivery order will require portal or other communication solutions and should be included in the individual Fair Opportunity Proposal Request (FOPR) response.

o Communication Solutions could be such things as engineering software, simulation software, requirements software, organization software, 3d printers for prototyping, Etc.

• The portal whitepaper is an opportunity to consider contractors possible options / solutions prior to future individual task order RFPs from the RISE Government team.

• The System Program Office (SPO) understands that technology is changing at a rapid pace and this white paper is not binding.

• The goal of the PiP is to start a discussion on how portal related tools (such as digital engineering tools) will be shared, what protocols should be established to establish information boundaries, and what overall portal concepts could develop greater collaboration.

• This white paper will be the first task order under the RISE contract and could be used by the vendor to establish their response to future RISE tasks orders.

• There will be a Firmed Fixed Price amount of $5,000.00 awarded for this effort under CLIN 0005 of the RISE contract to satisfy the minimum order amount.

Section Details

The white paper shall have the following three sections describing the Contractor’s current approach or a potential approach for each topic area. The three topics are Unclassified PiP, Classified PiP, and Digital Engineering. An introduction or summary section can be added as desired by the contractor.

1.0 Unclassified PiP

The Unclassified PiP white paper section will suggest processes and tools to facilitate communication with the SPO and address the following interest items.

1.1. Portal Method: section should present suggestions and preferences for the following portal environments for communication based on contractor’s existing processes and experience o Government Computer accessing an approved cloud based portal via USAF firewalls o Industry provided computer at SPO accessing company information via SPO provided commercial internet (similar to industries approach to their own workforce teleworking) o Other options to facilitate communications.

1.2. SW Applications/Licenses: one of the issues in sharing data in a specific application format is the ability to review that data after delivery to Government, if the Government does not have access to the same software. This is commonly tied to software license problems and version differences.

In this white paper section, the contractor will discuss the process of determining what licensed software and license type is best based on the applications that the contractor uses, or intends to use on RISE task orders. The PiP is one method to share access to the same application revisions and licenses. The contractor will highlight:

o How contractor will establish procedures for licensing and revision control, and the software and license type (aka dedicated vs floating)?

o What will the process be to determine what software will be available to SPO via the PiP?

o How will the data that the Prime desires to share be made available for the SPO to access?

o What process will be used to establish data sharing with task order FOPR’s?

o What process will be used to establish data sharing during task order performance?

1.3 Portal Preferred Solution: the contractor should also summarize their vision of for the portal that could develop greater collaborating that does not necessary need to be based on currently available means. (i.e., soon to be released DoD clouds, company initiatives, sharing of SaaS, AWS or AZURE connectivity’s/pathways)

2.0 Classified PIP

Currently the SPO believes there is the necessity to implement a more defined process for a Classified PIP prior to releasing of a task that would require communication of classified information.

For the purposes of Classified PIP white paper section, the contractor will suggest a feasible solution(s) to establish:

o A SECRET level classified PIP, if contractor has classified work?

o A digital route of sharing classified information (not physically mailing CD’s) o Any notable differences required compared to the 1.0 Unclassified PiP section o Implications of a SPO provided, Government Furnished Classified Cloud solution?

o Foreseen complications to establishing a Classified PiP

3.0 Digital Engineering

For the purpose of this white paper, the definition of digital engineering are specified in the DoD Digital Engineering Strategy 2018, and Dr. Roper’s There is no Spoon, which are referenced above will be used.

The amount of architectural based design utilized in each task/delivery order will vary based on the technical content. Each task order will specify the exact requirements. All task orders will share some of the common aspects of Digital Engineering and Modular Open System Design.

Referencing the DoD USD DDR&E Modular Open System Architecture (MOSA) website, five general benefits to the use of MOSA are listed:

1. Namely Enhanced Competition

2. Facilitation of Technology Refresh

3. Incorporation of Innovation

4. Enabling Cost Savings/Cost Avoidance

5. Improving Interoperability.

In a broad sense, Digital Engineering is considered an extension of MOSA. In the digital engineering section, the contractor shall discuss:

o How the Contractors PiP will support digital engineering at the various project scopes that have been described in the RISE PWS, and how would the contract processes be different from a digital engineering standpoint?

o The tools and processes currently utilized by the contractor that support the concepts of Digital Engineering.

o How a government owned digital integration SysML could integrate industries digital solutions?

o Other suggestions in how the SPO could enhance digital engineering with industry.
