Uniform Regulations for Facility Protection Officers - State of Tennessee

This attachment details the mandatory uniform regulations and equipment specifications established by the State of Tennessee Department of Safety and Homeland Security for all Facility Protection Officers (FPOs) employed under the facility protection services contract. The regulations prescribe a complete uniform ensemble consisting of light gray long-sleeve winter shirts or short-sleeve summer shirts with dark gray shoulder epaulets, plain dark gray trousers with light gray lateral seam stripes, dark gray clip-on neckties, dark gray jackets, and optional dark gray ball caps or stocking caps for outdoor wear. FPOs must wear approved shoulder emblems featuring a yellow seven-point star with the state seal and "Facility Protection Officer" designation, centered one inch below the shoulder seam on both arms, along with a badge patch on the upper left chest and a commission card affixed to the right shoulder epaulet. Additional requirements include black socks of sufficient length, black polished leather or vinyl footwear, and silver-colored hardware on duty belts for FPOs or gold-colored hardware for supervisors. Seasonal uniform changes occur on April 1st (winter to summer) and November 1st (summer to winter), with all uniform items worn in their entirety while on duty.

The duty belt and leather gear specifications mandate a black leather basket weave belt with matching holster, impact weapon case, magazine case, chemical weapon case, handcuff case, and portable radio carrying case, along with four belt keepers, requiring precise positioning of each component relative to the holster and trouser stripe. Authorized equipment includes only a 2-ounce can of Freeze + P CS/OC chemical spray, a 21-inch expandable steel baton, one set of silver stainless steel handcuffs, and only COTR-approved handguns and ammunition. FPOs must wear protective vests under the uniform shirt if chosen, maintain glasses and sunglasses in conventional and conservative condition, and pair short-sleeve uniforms exclusively with black crew neck t-shirts. The regulations prohibit unauthorized insignias, mixing civilian clothing with uniforms, and wearing uniforms off-duty except when traveling to and from the workplace, with violations resulting in removal from state facility work. Proper uniform care is emphasized as a reflection of efficiency and professional image.
