Training Guide Summary: Facility Protection Officers
This is a minimum curricula requirements training guide issued by the State of Tennessee Department of General Services for Facility Protection Officers (FPOs) providing security services at state-owned and state-leased facilities across multiple regions. The training program encompasses fourteen core curriculum areas totaling 124 hours of initial instruction, supplemented by 40 hours of annual in-service training with a mandatory 8-hour firearms component. The curriculum includes 24 hours of firearms training requiring 75% proficiency demonstration in daylight and darkness conditions, with qualification distances not exceeding 25 yards and a minimum of 1,000 rounds per candidate; 8 hours of intermediate weapons training covering chemical spray and baton techniques; 4 hours of emergency medical training in first aid, CPR, and pathogen exposure; 18 hours of patrol procedures addressing officer survival, crime response, evidence protection, communication, crisis intervention, and domestic dispute management; 4 hours of interpersonal communications; 8 hours of physical defense tactics including suspect control and handcuffing; 14 hours of criminal and constitutional law covering restraint of police powers under the 1st, 4th, 5th, 6th, 8th, and 14th Amendments plus civil liability and local ordinances; 2 hours of written communications focused on police report preparation; 2 hours of human relations addressing domestic terrorism; and 4 hours of criminal justice system orientation. Additionally, contractors must provide 32 hours of Tennessee Department of Safety and Homeland Security (TDOSHS) training and 16 hours of on-the-job training at similar posts before FPOs assume their assigned state facility positions. All instructors must be departmental and/or POST (Peace Officer Standards and Training) approved, with instruction meeting requirements established effective April 3, 2019, under Tennessee Code Annotated Section 2D.
The curriculum requirements apply to all FPOs employed under the facility protection services contract, with the training guide serving as the mandatory standard for contractor compliance. These training requirements are referenced within the broader RFP 32110-22726 solicitation in which the State of Tennessee seeks comprehensive facility protection services from qualified contractors meeting Tennessee Contract Security Company License requirements and employing personnel meeting all specified training standards before assuming post assignments.
