About this file

This is a Training Guide attachment for a Request for Proposals issued by the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security, for comprehensive facility protection services. The solicitation seeks armed Facility Protection Officers (FPOs), supervisors, contract managers, assistant contract managers, recruiters/quality control managers, and related personnel to provide security services at state-owned and state-leased facilities across multiple regions including Nashville, Knoxville, Chattanooga, Memphis, Jackson, Lawrenceburg, and Cookeville. The training guide establishes minimum curricula requirements for all FPO personnel, including 24 hours of firearms instruction with mandatory proficiency demonstration of at least 75% during both daylight and darkness conditions on weapons issued or authorized by the department, 8 hours of intermediate weapons training covering chemical spray and baton techniques, 4 hours of emergency medical training including basic first aid and CPR, 18 hours of patrol procedures covering officer survival and crime scene procedures, 4 hours of interpersonal communications, 8 hours of physical defense tactics including handcuffing, 14 hours of criminal and constitutional law instruction, 2 hours of written communications, 2 hours of human relations training, and 4 hours of criminal justice system overview. The pre-response conference is scheduled for February 26, 2026, at 10:00 a.m. CST; written questions are due by March 4, 2026, with state responses issued March 25, 2026; proposals are due April 1, 2026, at 2:00 p.m. CST; and the Notice of Intent to Award will be released May 11, 2026. The contract has an effective date of January 1, 2027, with an initial term of thirty-six months, renewable for up to two additional twelve-month periods, with potential extension up to 180 days, not to exceed sixty months total.

The estimated state liability during the contract term is fifty million dollars; however, no minimum purchase is guaranteed, and the contractor bears all costs associated with licenses, training, equipment, uniforms, vehicles, firearms, insurance, and quarterly random drug screening of ten percent of the workforce. The incumbent contractor, which has provided services under Contract #73187 from January 1, 2022, through December 31, 2025, is eligible to compete, with historical contract data indicating annual FPO hours ranging from 124,122 hours in 2022 to 301,314 hours in 2025. Personnel must meet extensive qualifications with the contract manager requiring minimum five years of specialized experience and the assistant contract manager requiring minimum three years. The contractor must maintain comprehensive insurance coverage including cyber liability insurance of three million dollars per occurrence and five million dollars annually, along with commercial general liability, workers' compensation, automobile liability, professional liability, and crime insurance. The contractor must provide ten vehicles no more than three years old marked as FPO vehicles and comply with mandatory uniform regulations, grooming standards, and equipment specifications. Additionally, all respondents must certify compliance with Iran Divestment Act requirements and attest they will not knowingly utilize illegal immigrants in contract performance, with no designated set-asides for disadvantaged enterprises or other protected classifications.
