The attestation must be signed by an individual with authority to contractually bind the contractor, and evidence of the signatory's authority must be attached unless the signatory is the contractor's chief executive or president. The contract becomes effective January 1, 2027, with an initial term of thirty-six months renewable for up to two additional twelve-month periods at the State's sole option, with potential extension up to 180 days for a maximum total term of sixty months. The pre-response conference is scheduled for February 26, 2026; written questions are due March 4, 2026; proposals are due April 1, 2026, at 2:00 p.m. CST; and the Notice of Intent to Award will be released May 11, 2026.
The estimated state liability during the contract term is fifty million dollars, though no minimum purchase is guaranteed. All respondents must certify compliance with Iran Divestment Act requirements and attest to the non-utilization of illegal immigrants. The incumbent contractor, which has provided services under Contract #73187 from January 1, 2022, through December 31, 2025, is eligible to compete. The contractor bears all costs associated with licenses, permits, background checks, training, equipment, uniforms, vehicles, firearms, insurance, and drug screening, including quarterly random testing of ten percent of the workforce. The contractor must maintain comprehensive insurance coverage including cyber liability insurance of three million dollars per occurrence and five million dollars annually.
