PERIOD: 14 APRIL 2025 to 18 APRIL 2025

1.0 GENERAL. This is a service contract to provide advanced sniper training. The

Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contract who, in turn, is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.

1.1 DESCRIPTION OF SERVICES/INTRODUCTION. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and personal services necessary to perform advanced sniper training, as defined in this

Performance Work Statement (PWS), except for those items specified as government-furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract.

1.2 BACKGROUND. The INDOPACOM Commander’s Interdiction Force (CIF) is a Company specializing in Direct Action and Special Reconnaissance. The CIF contains two Recce teams tasked with delivering precision fires as a core capability. Snipers on the Recce teams are graduates of the USASOC Special Forces Sniper Course Level 1 (SFSC) and must possess the skills to conduct offensive operations in challenging environments.

1.3 OBJECTIVES. The purpose of this performance work statement is to contract a venue that can provide high angle precision rifle ballistics training to increase the operational capacity and capability required of SFSC Level 1 Snipers serving in the CIF.

1.3.1 A venue shall include instructors, on-site Housing adjacent to the range, Food, Range Facilities, Basic Life Services, Off-Road Vehicles, a Classroom, Steep Cross-Canyon Terrain, DoD Compliant Arms and Ammunition Storage, and Remote Activated Steel Targets.

2.0 SCOPE. The Contractor shall provide range facilities and instructors with high angle capabilities at a venue that can support all scheduled advanced sniper Program of Instruction (POI). The Contractor will provide all training and technical direction.

3.0 PLACE OF PERFORMANCE. Must be in the vicinity of Pollock, Idaho, USA.

5.0 DESCRIPTION OF SERVICES. The Contractor shall provide the following to ensure both parties requirements are met. The Contractor must be prepared to provide housing, equipment, and materials, training aid, and provide and manage the requirements for supplies and services as specified below.

REQUIREMENTS FOR U.S. PARTICIPANTS SUPPORT

5.1 Calendar and Packing List

Description: The Contractor shall provide a training calendar to the participants no later than 30-days prior to the execution of training. The contactor will provide updates to the training calendar to the contract point of contact no later than 24-hours prior to training execution. The Contractor shall be prepared to provide at least eight hours of instruction per day, which represents a full 1-1 SFG (A) standard workday. No less than 24-hours the contactor should provide a packing list for the students to prepare prior to their next day of training. After contract agreement, course dates or times may be adjusted upon agreement between the Government and the Contractor. Recommended training should be covered to meet the unit’s objectives broken down by the following suggested topics:

(a) Extreme High and Low Angle Engagements Description: The Contractor shall provide comprehensive training that covers the fundamentals of ballistics calculations for the trajectories at varying elevation planes. The Contractor shall provide instructions on alternate shooting positions allowing for rapid target acquisition and engagements through various unconventional positions. Proper tripod utilization techniques must be covered by the Contractor to enable stability in delivering precision fires in both static and dynamic scenarios. The Contractor shall provide the terrain for high and low angle engagements up to 60 degrees of elevation change out to 1500 meters.

(b) Cross Canyon Engagements Description: The Contractor shall provide terrain capable of cross canyon engagements that present challenging, unpredictable wind patterns. There must be instructors well versed in advanced ballistics and able to teach a Program of Instruction (POI) consisting of kestrel, chronograph, wind reading, external ballistics, and internal ballistics classes. The cross-canyon engagements must present a complex degree of problem solving for Snipers in both shooter/shooter and shooter/spotter configuration in both day and night conditions. The Contractor shall provide engagement opportunities in a 360-degree range fan out to 2,500 meters.

5.2: Mountainous Terrain

Description: The Contractor shall provide land that is mountainous and hilly providing natural, man-made, and urban/positional training areas. There must be up to 3,000 ft. in elevation change and altitudes exceeding 6,500 ft. The mountainous terrain must provide a dynamic training environment for extreme long range, high angle shooting and challenging foot movements. Snipers must be able to train in a rigorous environment with steep terrain, challenging winds, and unique shooting positions presented naturally in the land.

5.3: Specific Tasks

Description: The Contractor shall provide the basic services for Housing, Food, Range Facilities, Basic List Services, and a Classroom.

(a) Housing Description: Shall be able to support up to 12 personnel and provide bunk beds with linen. The housing facility shall have a minimum of two washers and two dryers on site for personal laundry.

(b) Food Description: Facility shall have a dining hall with tables and chairs to facilitate up to 12 personnel and will be accessible 24 hours a day. Breakfast shall be available between the hours of 7:00 – 8:00 AM Mon-Fri. It will be Continental Style Breakfast which will consist of 1 meat, 4 starches, fruit, coffee, milk, juice, and water. Lunch shall be available between the hours of 12:00 – 1:00 PM. It will be a bagged lunch able to be taken to the range and will consist of a sandwich, fruit, and a beverage. Dinner shall be available between the hours of 5:00 – 6:30 PM. It will be the main meal of the day consisting of 2 types of meat, 1 starch, 2 veggies, beverages, and dessert. For night operations, the vendor will provide a brown bag lunch that will include one drink, one sandwich, and one packaged side.

(c) Range Facilities Description: The training facility shall provide High Angle shooting with the ability to engage targets at an angle no less than 60 degrees. It shall have a location on-site that offers the ability to engage targets with high winds of 25 mph or greater. Facility shall have a minimum of 400 fixed steel targets spread throughout the range with known coordinates. It shall have a 360-degree range fan capability for desired calibers with the ability to move, shoot, and communicate throughout. The venue shall be able to support the following ammunition calibers:

77gr 5.56mm,190gr .300WM, 175gr .308, and .300NM. Additionally, it shall have a moving target platform and provide a high-altitude location of at least 6,000 ft. above sea level with mountainous terrain. Lastly, it shall be within a 45-minute drive from an airport and within 1-hour drive from a medical facility.

(d) Basic Life Services Description: The Contractor shall provide a common area room with Wi-Fi internet, TV service, and phone services. The venue must have an Arms Room with a cleaning bin that locks and has security measures. Lastly, the Contractor shall have Off-Road Vehicles (must be able to offer these vehicles on site IOT move and maneuver around the range facility).

(e) Classroom Description: The Contractor shall provide a classroom that has the seating and tables for at least 12 personnel with an easel board and IT/AV equipment capable of HDMI hookup.

5.5 Items Required from Participants

Description: The Contractor shall provide list of items they cannot provide within a reasonable lead time to allow the unit to coordinate the support.

6.0 RELATIONSHIP BETWEEN CONTRACTOR & STUDENTS. All; the Contractor and the personnel shall conform to and comply with the rules, regulations, and other requirements of the Department of Defense and Department of the Army for contract personnel integrity, grooming, conduct, speech, student fraternization, safety, and security. In addition, the Contractor and the personnel shall maintain high personal standards of relevant knowledge and demonstrate professional competence in delivering training and materials.

6.1 Conduct of 1-1SFG(A) Members

Description: 1-1 SFG (A) members whose conduct is not professional shall be cautioned and counseled in the presence of the TPOC. If the inappropriate behavior continues, the 1-1 SFG

(A) person shall be referred by the Contractor to their respective Commander for further disciplinary action. In the event of formal military action against students under their tutelage, the Contractor and the personnel may be requested to provide written statements to or appear in person as a witness in a student's non-judicial punishment or court martial proceedings. Such statements or appearances may be directly related to charges or may provide information for use in determining appropriate punishment. The Contractor shall report any disciplinary problem (e.g., fraternization, sexual harassment, discrimination, etc.) between Contractor employees and 1-1 SFG (A) or other military staff to the TPOC. The Government shall investigate the validity of the complaint and provide a recommendation to the appropriate military department for action.

The Contractor and the personnel shall cooperate with all investigations and assist Government personnel until the investigation is complete.

7.0 Stipulating Conditions. All non-outlined expensive shall be captured immediately and reported with any reference material/supporting documentation.

7.1 Contractor Incurred Expenses

Description: All expenses incurred by the Contractor and employees while executing the COI, to include, but not limited to travel expenses (taxi, plane, rental vehicle, fuel, public transportation, and parking), lodging, dining., Defense Base Act (DBA) insurance will be the sole responsibility of the Contractor to procure. Any and all compensation for these expenses will be the responsibility of the Contractor, and thus considered as included in provided pricing quote.

7.2 Non-Personal Service Statement

Description: Contractor personnel performing services under this contract will be controlled, directed, and supervised at all times by management personnel of the Contractor. The Contractor shall not employ any person who is an employee of the U.S. Government if the employment of that person would create a conflict of interest. Contractor management will ensure that employees properly comply with the performance work standards outlined in this PWS. The Contractor employees will perform many of their duties, independent of, and without the supervision of any Government official. However, due to the potential sensitivity of the training, a government representative may provide direction and/or guidance within the execution of the training. The tasks, duties, and responsibilities set forth in this contract may not be interpreted or implemented in any manner that results in any Contractor personnel creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts and 37.1 of the Federal Acquisition Regulation (FAR).

8.0 Security. Must meet the requirements for trainees to feel safe and at ease to focus on training.

8.1 Privacy Act Compliances

Description: The Contractor may be in contact with data and information subject to the Privacy Act of 1974 (Title 5 of the U.S. Code Section 552a). The Contractor shall ensure that its employees assigned to this effort understand adhere to the requirements of the Privacy Act and to DoD regulations that implement the Privacy Act. The Contractor shall identify and safeguard data, information and reports accordingly. In addition, the Contractor shall ensure that Contractor personnel assigned to the contract are trained on properly identifying and handling data and information subject to the Privacy Act prior to commencing work. The Contractor will safeguard any 1-1 SFG (A) student names, personally identifiable information, or personal contact information obtained during the COI and not divulge them without 1-1 SFG (A) or student permission.

8.2 Confidentiality Agreement

Description: The Contractor and Contractor personnel shall be prepared and willing to enter a confidentiality agreement regarding material, operational, or sensitive information discussed during the COI. The Contractor will not publicize testimonials using 1-1 SFG (A)'s name or members of its command.

9.0 Government Observations: Overview on who can observe training.

9.1 Contract Observations

Description: Government personnel, other than contracting officers (KOs) and quality assurance personnel (QAPs), may from time to time, with KO coordination, observe the Contractor operations. However, these personnel may not interfere with the Contractor performance or make any changes to the contract.

9.2 Unit Observations

Description: In addition to the primary fourteen (14), the Contractor will allow other unit members (military and GS; no Contractor s) to observe all instruction and scenarios and thus benefit from the course material. These additional students will not participate in the simulation scenarios. The government assumes full responsibility for ensuring these additional unit members do not interfere or detract from the course instruction.

10.0 Quality Assurance: Overview on the changes of the contact based off observations.

10.1 Change of Contract

Description: Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the KO.

10.2 KO Review

Description: The services to be performed by the Contractor during the period of this contract shall always and places be subject to review by the KO or authorized representative(s).

11.0 KO’s Representatives and Their Authority: Overview on the KO’s responsibilities in this process.

11.1 Terms of Appointment

Description: No oral statements of any person, whomsoever, will in any manner or degree modify, or otherwise affect the terms and conditions of this contract. The KO shall be the only person authorized to approve changes in any of the requirements under this contract, and notwithstanding any provisions contained elsewhere in this contract, said authority shall remain solely with the Contracting Officer.

12.0 Contractor Manpower Reporting (CMR): Overview of the Contractor manpower reporting (CMR) is a requirement for Contractor s who provide services for or on behalf of the Department of Defense (DoD) or the Army to report the number and cost of Contractor employees and subcontractor s using a secure data collection site.

12.1 Army Manpower Reporting

Description: The Contractor shall input in Army Manpower Reporting Website as indicated. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor is required to completely fill in all the information in the format using the following web address: https://Contractor manpower.army.pentagon.mil or https://cmra.army.mil. The required information includes: (1) the Contracting Office, and KO; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractor s); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractor s); (7) Total payments (including sub-Contractor s); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different);

(9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractor s perform the work (specified by zip code in the United States and nearest city, country, when in and overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance does not exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year.
