U.S. DEPARTMENT OF THE INTERIOR
NATIONAL PARK SERVICE
INTERMOUNTAIN REGION
SCOPE OF WORK
Water Treatment Chemical Supply Blanket Purchase Agreement
GRCA CHEMICALS -SPECIFICATIONS:
The Grand Canyon National Park Water Utility has a requirement for water/wastewater treatment chemicals. The acquisition of chemicals is for the operation of water treatment facilities and wastewater treatment facilities at Grand Canyon National Park (the Park). Statutes, regulations, and permits require the use of significant chemical quantities to meet the regulatory requirements for water/wastewater treatment. The Water Utility is authorized by the Arizona Department of Environmental Quality to operate a public water system to supply drinking water to all residents and visitors to Grand Canyon National Park – over 6 million people per year. Water treatment regulations that require the use of chemicals include the Revised Total Coliform Rule (78 F.R. 10269), Ground Water Rule (71 F.R. 67427), and the National Park Service Director’s Order 83. The Utility is also authorized to treat municipal sewage at four wastewater treatment plants in accordance with our permits. The regulations that require the supply of chemicals include 40 CFR, AAC Title 18, and AZDHS standards. Chemicals for the treatment of water and wastewater are essential to this operation. The Park wastewater permits to be supported by this chemical supply contract include the following:
South Rim Wastewater Treatment Plant AZPDES Permit #AZ0022152 South Rim Wastewater Treatment Plant Aquifer Protection Permit #100751 North Rim Wastewater Treatment Plant AZPDES Permit #AZ0110426 North Rim Wastewater Treatment Plant Aquifer Protection Permit #100749 Desert View Wastewater Treatment Plant AZPDES Permit #AZ0023612 Indian Garden Pump House AZPDES Permit #AZ0023621 Phantom Ranch Wastewater Treatment Plant, General Aquifer Protection Permit
Failure to adhere to the water and wastewater regulations and permits can result in administrative and legal actions taken against the Park and its personnel. With the largest potable water system in the National Park Service and with four operating wastewater treatment plants, it is essential that the park procure water/wastewater treatment chemicals to continue successful operation.
The chemicals required are identified on below.
Delivery of the chemicals will be to either the South Rim or the North Rim of the Grand Canyon, and the delivery location will be specified upon ordering.
The delivery addresses for the South Rim is:

Chemical supplies will be ordered throughout the year utilizing the blanket purchase agreement.
Limited chemical storage exists at the water utility facilities of the Park. In addition, OSHA and EPA regulations govern the quantity of stored chemicals, and the conditions under which those chemicals can be stored. The chemical orders are typically placed monthly, but needs and schedules may vary.
Delivery of the chemicals ordered will be to either the South Rim or the North Rim of the Grand Canyon, and the delivery location will be specified upon ordering. The contractors must be able to reliably supply the chemicals required within one week after the order of chemicals, regardless of season or weather.
Chemical quality for the chemicals proposed must include the National Science Foundation specifications for chemicals used in potable water production. That standard shall be applied to all of the hypochlorite chemicals and the chlorine gas cylinders specified. The other chemicals identified that are used in wastewater treatment and production shall meet standard industrial specifications.
Chemical costs are subject to frequent changes due to national demand and the availability of the chemicals, which are mostly produced overseas. Transportation costs make up a majority of the overall chemical cost, and inter-state transportation of hazardous materials also contribute to the variable costs of chemicals. A blanket purchase agreement with several chemical companies will allow for the government to choose whichever company can provide a chemical at the best cost. Companies who wish to bid on the purchase agreement should consider their proposal with specific regard to transportation costs. Prompt, reliable delivery of chemicals upon ordering is essential to the water utility. These chemicals are a requirement for all water and wastewater treatment to ensure regulatory compliance throughout the Park.
