3.5 LABOR CATEGORIES
3.5.1 General Bureau of Labor Statistics (BLS) 2018 Standard Occupational Classification
(SOC) System Terms Standard Labor Categories (SLC)
53-2011; Pilot and navigate the flight of fixed-wing aircraft, usually on scheduled air carrier routes, for the transport of passengers and cargo. Requires Federal Air Transport certificate and rating for specific aircraft type used. Includes regional, national, and international airline pilots and flight instructors of airline pilots. Excludes "Electro-Mechanical and Mechatronics
Technologists and Technicians" (17-3024). See also 55-1011; Perform and direct in-flight duties to ensure the successful completion of combat, reconnaissance, transport, and search and rescue missions. Duties include operating aircraft communications and radar equipment, such as establishing satellite linkages and jamming enemy communications capabilities; operating aircraft weapons and defensive systems; conducting preflight, in-flight, and post-flight inspections of onboard equipment; and directing cargo and personnel drops.
55-3011; Perform in-flight duties to ensure the successful completion of combat, reconnaissance, transport, and search and rescue missions. Duties include operating aircraft communications and detection equipment, including establishing satellite linkages and jamming enemy communications capabilities; conducting preflight, in-flight, and post-flight inspections of onboard equipment; operating and maintaining aircraft weapons and defensive systems;
operating and maintaining aircraft in-flight refueling systems; executing aircraft safety and emergency procedures; computing and verifying passenger, cargo, fuel, and emergency and special equipment weight and balance data; and conducting cargo and personnel drops.
43-6014; Perform routine administrative functions such as drafting correspondence, scheduling appointments, organizing and maintaining paper and electronic files, or providing information to callers.
13-1111; Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
13-1082; Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer.
Note: Graduation from one of the following: U.S. Naval Test Pilot School, U.S. Air Force Test
Pilot School, Empire Test Pilot School, EPNER Test Pilot School, or meet the requirements for a
TPS waiver in accordance with NAVAIRINST 3710.1 is a requirement for multiple positions and labor categories. In the Attachment 2 Labor category document this requirement is herein generalized as “Test Pilot School”.

The Flight Instructor provides individual flight, and ground instructions to military, civilian or international student pilots, flight officers, and engineers in a highly structured training environment. Flight instruction may be performed in a high performance aerobatic aircraft with students who have limited or no previous flight experience. Instruction is based on highly structured syllabus of instruction. Instructors must be able to tailor instruction to students' individual progress and previous qualifications. Certification as a non-flying flight instructor (includes all the training required for a flight instructor minus the flying). The non-flying instructors perform all the tasks of a fixed or rotary wing flight instructor except in-flight instruction. Non-flying instructors have no flight qualification or currency requirements.
