About this file
This document provides a template for states to apply for IT modernization grants under the American Rescue Plan Act. States may request up to $11.25 million in funding and must apply through an SF-424 form and project abstract. Applications will be considered in the order received as long as funding remains available. Projects must pursue at least one of three modernization categories and commit to open licensing of software where required. States must agree to disclose confidential UC information to DOL-OIG for audits and fraud investigations and submit a full project plan within 90 days of award. They also must identify at least one measurable outcome and report regularly on progress. If funded, grants will be administered under the Department of Labor's Unemployment Insurance program.

IT Modernization Grants – Initial Application Project Abstract Template
As described in Section 4.d.iv.B. of this Unemployment Insurance Program Letter (UIPL), the Initial Application package consists of a completed SF-424 (as described in Attachment XI of this UIPL) and a completed Project Abstract, as provided below. To be considered complete, states will need to complete the application template below and submit alongside the SF-424. Failure to submit a complete project template, including agreement to the conditions in items 1, 4 5, 6, and 7 below, will result in the application being deemed non-responsive and not considered for funding. Funds will be awarded in the order that completed Initial Applications are received, as long as funding remains available.
