PROPOSAL PREPARATION INSTRUCTIONS

Proposals are expected to conform to and be prepared in accordance with FAR 52.212-1, Instructions to Offerors— Commercial Items. To aid in evaluation, proposals shall be clearly and concisely written as well as neat, indexed (cross-indexed as appropriate) and logically assembled.

Proposals shall be clearly marked with the following statement, “SOURCE SELECTION INFORMATION SEE FAR 3.104.”

All proposals shall be appropriately numbered and identified with the name of the offeror, date, and Request for Quotes (RFQ) number to the extent practicable.

Addendums to 52.212-1

The overall arrangement of the proposal shall be as follows:

Since the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

The overall proposal shall consist of 2 separate volumes, individually titled as stated below. The required quantity of each volume is shown below. Each volume shall be numbered sequentially.

Each volume shall be its own separate and individual attachment submitted with the proposal.

Paper offers will not be accepted and proposals shall be organized in 2 volumes labeled:

VOLUME #1 PRICE PROPOSAL, PAST PERFORMANCE AND OTHER DOCUMENTS:

A. This consists of the actual offer to enter into a contract to perform the desired work. It also includes required representations, certifications, other statements of the offeror and any other administrative information.

B. Format and content- Volume #1 shall include the following documents in the order listed below:

1. On letterhead or business stationary, the following information is required:

The solicitation number;

The name, address, and telephone number of the offeror including contractor’s UEI number;

Acknowledgement of Solicitation Amendments, if any;

Since the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

2. Pricing Schedules (Attachment I) - Contract Pricing - Contract pricing shall be per unit of each CLIN identified in the Schedule of Items (Attachment I). Contract pricing shall include all charges to the Government (e.g. overhead, profit, shipping, training, etc.).

3. Business Management Questionnaire (Attachment IV)

4. Past Performance Questionnaire (Attachment V)

5. Bank Notification (Attachment VI)

VOLUME #2 TECHNICAL PROPOSAL:

A. Sub-factor A, B, and C - Written technical proposal. This written proposal shall contain the following: (DUE NO LATER THAN PROPOSAL DUE DATE)

1. Technical specifications addressing all requirements in the statement of work (SOW) and Evaluation Criteria.

i. Sub-factor A - narrative responses to demonstrate project comprehension and address Hydroponic Gardening Program (See SOW pages 1 - 10).

ii. Note: submission shall not exceed 25 pages in total.

2. Offeror's technical proposal/quote should be prepared simply and economically, providing a straightforward technical proposal of what the offeror will do to satisfy the requirements of the

RFQ.

3. Offeror shall not include pricing in the volume #2 technical proposals/quotes.

ADDITIONAL INSTRUCTIONS

Offerors who fail to furnish or follow any of the instructions may be excluded from consideration.

It is the Offeror’s sole responsibility to ensure their offers are received timely and pdf files are accessible, legible, and each individual file shall not exceed 12Mb size.

Proposals/Quotes shall be submitted electronically to Carol Wilson at cjwilson@bop.gov. The subject line of the email must state “15BNAS23Q00000058 Hydroponic Gardening Program – (Company Name).”

Proposals/Quotes must be received no later than 5:00 p.m. EDT on Monday, August 28, 2023.

All Questions concerning this solicitation must be emailed to cjwilson@bop.gov no later than 5:00 p.m.

EDT on Friday, August 18, 2023. The subject line of the email must state “15BNAS21Q00000058 Offeror Questions-(Company Name).”

All answers will be posted in writing as an amendment to the solicitation on Sam.gov. Questions will not be answered verbally, individually, or by email. For the integrity of the award, no calls will be answered.

Interested parties are responsible for monitoring the Sam.gov website to ensure that they have the most up-to-date information about this solicitation.
