About this file

This document comprises four VA specification sections for construction contracting requirements.

Section 01 33 23 (Shop Drawings, Product Data, and Samples) establishes general submittal procedures and requirements for VA construction projects. Submittals are information submitted for VA review to establish compliance with contract documents and include preconstruction items (insurance certificates, surety bonds, safety plans, schedules), shop drawings, product data, samples, design data, test reports, certificates, manufacturer's instructions and field reports, operations and maintenance data, and closeout documentation. The contractor must maintain a submittal register to track all submissions, with formal monthly updates required. All submittals must be complete, in sufficient detail to demonstrate compliance, and submitted prior to material acquisition. Submittals shall be provided electronically in PDF format (except physical samples), with files under 5MB emailed directly and larger files transferred via FTP. The VA review period is 15 business days for standard submittals and 10 business days for RFIs. Submittals may be marked "Approved," "Approved as noted," "Disapproved, revise and resubmit," or "Not reviewed." VA approval does not relieve contractor responsibility for errors, and non-compliant materials must be removed and replaced at contractor expense.

Section 01 81 13 (Sustainable Construction Requirements) mandates compliance with federal sustainable construction mandates and VA policies. Key performance criteria include construction waste diversion from landfill of at least 50 percent and use of low pollutant-emitting materials meeting specific VOC limits per SCAQMD Rule 1168 for adhesives, sealants, and coatings. The contractor must submit a Sustainability Action Plan within 30 days after the preconstruction meeting, a Low Pollutant-Emitting Materials Tracking Spreadsheet, product data confirming compliance with low pollutant-emitting standards, and sustainable construction progress reports concurrent with each payment application. Closeout submittals include a final version of the tracking spreadsheet within 14 days after substantial completion.

Section 23 07 11 (HVAC and Boiler Plant Insulation) specifies field-applied insulation requirements for HVAC piping, ductwork, and equipment for thermal efficiency and condensation control. Insulation materials include mineral fiber, fiberglass blankets, and pipe fitting insulation with specified thermal conductivity values and temperature limits. Insulation facings and jackets must meet vapor retarder specifications with low water permeance ratings, and aluminum jackets must comply with ASTM B209 standards for exterior applications. The specification includes detailed installation requirements for various piping systems with a comprehensive pipe insulation schedule specifying material types, thicknesses, and temperature ranges for applications including high-pressure steam, condensate return, hot water heating, and chilled water systems. Fire safety compliance requires adherence to NFPA 90A standards.

Section 23 31 00 (HVAC Ducts and Casings) establishes requirements for ductwork and accessories for supply air, return air, outside air, exhaust, and makeup air systems. Duct construction and installation must follow SMACNA standards for metal and flexible ducts, with referenced standards serving as minimum acceptable quality. Submittals include manufacturer literature for rectangular and round ducts, duct liners, sealants, gaskets, access doors, dampers, fire and smoke dampers, sound attenuators, flexible ducts and clamps, and test fittings. Duct sealing requirements comply with SMACNA HVAC Air Duct Leakage Test Manual for the specified duct pressure classes. Installation requirements address fabrication based on field measurements, provision of necessary fittings and offsets at no additional cost, bolted construction with tie-rod reinforcement, fire damper and smoke damper installation per manufacturer instructions and UL/NFPA standards, and flexible duct limitations prohibiting penetration of fire or smoke barriers and limiting single pieces to 1.5 meters. Contractors must protect and clean ductwork during construction and place equipment in first-class operating condition.
