About this file
This is a Technical Specifications document for a GNSS receiver procurement by the USGS VA-WV Water Science Center. The solicitation requires two pairs of GNSS receivers (2 base receivers and 2 rover receivers) with associated peripherals to replace existing equipment that has reached end of life. The receivers will be used by VA-WV WSC technicians to determine land surface elevations for monitoring locations, high-water mark surveys, and stream discharge calculations, in compliance with USGS WMA 2020.02 policy.
The GNSS receivers must meet specific technical requirements including multi-constellation signal tracking compatibility (GPS, GLONASS, Galileo, BeiDou, IRNSS, and QZSS), vertical positioning performance of 5mm + 0.4 ppm RMS or better, and horizontal positioning performance of 2.5 mm or 0.5 ppm RMS or better. Communication capabilities must include 4G modem or better, a 2-watt radio transceiver, and Type-C I/O connectors. Power requirements specify 10-hour uninterrupted battery capacity with 12 Ah internal supply charged via USB-C in 4 hours or better. Additional specifications include IP68 ingress protection, 1.5-meter drop resistance, -40° to +65°C operating temperature range, 8 GB internal data storage, integrated 2 MP stakeout camera, and 60-degree automatic pole tilt compensation. The procurement includes field data collection and processing software for all four receivers, tripods (2 each), pole brackets for tablets (4 each), mounting poles (2 each), and actively supported equipment with periodic firmware updates. Delivery is required to the USGS office at 11 Dunbar Street, Charleston, WV 25301.

TECHNICAL SPECIFICATIONS
I. GENERAL INFORMATION
The USGS VA-WV Water Science Center (VA-WV WSC) utilizes global navigation satellite systems (GNSS) receivers to establish datum (elevation) at USGS monitoring locations, as required by USGS WMA 2020.02 policy. GNSS receivers can also be used in other surveying applications to establish high-water mark elevations and compute indirect calculations of stream discharge. Data collected by GNSS receivers are processed using the Online Positioning User
Service (OPUS) hosted by the National Geodetic Survey to calculate land surface elevations, through real-time CORS networks (RTN), or using real-time kinematic surveying (RTK). This solicitation is for the procurement of GNSS receivers to be used by VA-WV WSC technicians to determine land surface elevations.
GNSS receivers are used broadly across the USGS Water Mission Area as a means of determining land surface elevation for a variety of purposes. The VA-WV WSC currently owns multiple
GNSS receivers but many of those receivers are past end of life and can no longer be used for data collection, requiring their replacement.
This procurement request is for GNSS equipment only and includes the acquisition of two (2) pairs of GNSS receivers and associated peripherals.
II. TECHNICAL SPECIFICATIONS
The equipment needed for each (of 2) GNSS system includes a base GNSS receiver, a rover
GNSS receiver, and field data collection and processing software for each (4 in total) of the receivers.
