About this file

This document is a 100% Construction Documents specification prepared by Apogee Consulting Group for the Department of Veterans Affairs Northern California Health Care System, specifically for the Improve Building 700 Ductwork project (Project No. 612A4-18-204B) at the Mather, California facility. The project involves modifying existing HVAC ductwork to add ventilation air to enclosed offices and conference rooms, modifying existing ductwork serving operating rooms, and rebalancing airflow throughout the facility. The work is classified under NAICS 236220 (Commercial and Institutional Building Construction) and requires coordination with ongoing medical center operations that function 24/7.

The specifications establish comprehensive requirements for contractor performance including submission of a Critical Path Method (CPM) schedule within 45 calendar days of Notice to Proceed, with all project submittals requiring approval prior to construction start. The contractor must develop a detailed Safety Plan incorporating OSHA standards, VA Infection Prevention Measures, and Interim Life Safety Measures; implement a Quality Control Plan; and maintain uninterrupted utility services and medical center operations. Work sequencing must accommodate nights and weekend scheduling for activities that would disrupt daily operations, and the contractor must provide temporary barriers, dust protection, and restricted access to occupied areas. All work carries a one-year warranty period from final acceptance, and the contractor is responsible for obtaining necessary permits (NESHAPS, dust permits, etc.), providing operation and maintenance manuals with factory-trained instruction, and delivering approved as-built drawings in electronic format within 15 days of each completed phase. The specifications include detailed sections on general requirements, project scheduling, shop drawings and product data submittal procedures, and comprehensive safety requirements addressing personnel training, infection control, tuberculosis screening, fall protection, and other construction hazards specific to a healthcare environment.
