Please see ‘Facilities’ section for storage amounts and receipt/issue capabilities required.

AREA OF CONSIDERATION: FLC Jacksonville Region, FL NS Guantanamo Bay, Cuba

BACKGROUND:

Defense Logistics Agency - Energy currently uses the DFSP Guantanamo Bay contract vehicle to perform fuel management services for Government Owned-Contractor Operated (GOCO)

Contract Sites, which consists of Leeward Point and Windward Point.

• DLA-E is contemplating a variety of fuel operational management models to achieve these services. DLA-E is open to recommendations by the respondents to best achieve the services, to the extent that any such proposed solution is appropriate and applicable in view of all governmental policies and agreements.

• DLA-E is looking for solutions on procurement and maintenance of operational vehicles (fuel delivery and duty vehicles) that meet the requirements of DoD vehicles, and other government vehicles standards.

• DLA-E is open to solutions involving preventive maintenance of fuel facilities and fuel transportation equipment (including fuel delivery vehicles and pipeline)

• DLA-E is looking for solutions on work normally performed under the Centrally

Managed Programs (CMP) on systems and components of the petroleum facilities.

(Leak detection, API 570, Cathodic Protection, API 653, Automatic Tank Gauging

(ATG), and API 510)

FACILITIES:

• DFSP Guantanamo Bay (Windward and Leeward Point):

• The NS Guantanamo Bay fuel facility is a complex system of tank farms located on the Windward and Leeward Point operating sites separated by Guantanamo

Bay. Fuel storage facilities consist of three (3) widely separated tank farms, Happy Valley, Oil Point on the Windward Point, and the JP5 tank farm at

Leeward Point.

• Windward Point, primarily an afloat and base fuel support system, consist of the aforementioned tank farms, two piers, a wharf, an automated services station, the fuel laboratory, ground fuel truck fillstands, and various other fuel facilities.

• Windward Point receives, stores, transfers, and issues Aviation Turbine Fuel

(JP5), Naval Distillate (F76) and MOGAS via pipeline and truck. The pipelines and transfer systems allow for the receipt, transfer of F76, JP5 and MOGAS.

Flow rates vary dependent upon gravity operations or transfer pump operations, but generally range from 800 to 900 gallons per hour.

• Fuels can be received from tankers and barges at Pier Charlie. The average off-loading rate for F-76 tankers is 6,900 barrels per hour, and for JP5 tankers is approximately 3,200 barrels per hour.

• All vessels at Guantanamo Bay piers are supported by port operations. All tankers and USN ships loading or off-loading product at the pier facilities require booming provided by port operations prior to commencing fuel operations.

• Products are received by tanker at the tank farms on the Windward Point and subsequently redistributed within those tank farms to support visiting ships and to facilities such as the base power and desalinization plants. JP5 is transferred from Windward Point to the Leeward Point tank farm by a buried/underwater pipeline.

• Leeward Point, the airfield facility, consists of the JP5 tank farm, a fillstand facility that also serves as the refueler parking area, a small F76 storage facility, and an automated service station. As noted, JP5 is supplied by pipeline from

Windward Point to Leeward Point.

• Ground fuel for the Leeward Point service station and F76 storage facility are delivered by contractor owned tank truck that must be transported from

Windward Point to Leeward Point by ferry.
