About this file

This is a Scope of Work document from the Nevada Division of Environmental Protection (NDEP) seeking proposals for color orthomosaic high-resolution imagery services covering the State of Nevada. The scope requires vendors to provide web-based access to high-resolution imagery for identifying natural and man-made surface features, with a preference for vendors who can simultaneously capture oblique imagery. The imagery must be georeferenced with 3-inch ground sample distance resolution, compatible with Esri product suite and other GIS software, and delivered in UTM NAD 83 Zone 11 N projection format. The service includes enterprise desktop software and hosted online cloud solution access, with user access controlled by NDEP system administrators.

The vendor must provide annual invoices one month prior to renewal dates and maintain consistent pricing based on the initial cost schedule for the duration of the contract. The selected vendor must maintain good standing registration with both the Nevada Secretary of State's Office and State Controller's Office. No specific pricing terms, set-asides, or funding amounts are detailed in the document. The imagery services will be used for NDEP's public service programs, including educational and informational materials, though usage rights are limited to facilities under NDEP's control.

Attachment B Scope of Work and Deliverables

Scope of Work

The Nevada Division of Environmental Protection (NDEP), is requesting proposals from qualified vendors to provide color orthomosaic high resolution imagery covering the State of Nevada delivered by web-based service to limited number of users. Not mandatory under this request, NDEP will give preference to vendors that can provide oblique imagery captured simultaneously with the ortho imagery. NDEP seeks this high-resolution imagery for the purpose of identifying, studying, and reviewing natural and man-made surface features, especially features that provide evidence of potential contamination such as structures, improvements, soil disturbance, tailings ponds, tailings piles, or similar. In addition to visual analysis online, the imagery can be used to create large-scale map products in performance of public service programs to conserve, protect, preserve, manage, and enhance the natural, cultural, and recreational resources of the state. If oblique imagery is available, such imagery will be used to assess surface features to determine elevations, view features obscured in the ortho imagery and estimate material volumes. It will be necessary to allow NDEP to use the high-resolution imagery in publicly available hardcopy and digital products such as pamphlets, brochures, maps, presentation materials, and similar educational and informational formats consistent with fulfilment of its core missions and public responsibilities. Use of the high-resolution imagery will be limited to facilities under control of NDEP, such as websites, public presentations, and published materials.

1. Coverage

· Statewide coverage of Nevada is desired. Vendor is to provide accurate summary of spatial coverage and temporal distribution of imagery to be available through contracted service.

· Vendors intent for future acquisition of expanded and\or updated imagery is to be stated.

2. Imagery Specifications

· Each pixel of an image must be georeferenced.

· Imagery must be compatible with Esri product suite and other GIS software. Imagery is to be georeferenced to allow overlay of GIS data.

· Orthomosaic deliverable projection format will be in UTM NAD 83 Zone 11 N.

· Target frame spatial accuracy is 3-inch ground sample distance. Imagery at lower or higher resolution must have frame spatial accuracy determined.

· Target orthomosaic resolution is 3-inch ground sample distance. Orthomosaic photogrammetry at lower or higher resolution must have orthomosaic spatial accuracy determined.

· Orthomosaic content-

· Positional horizontal accuracy is 1-meter at a 95% confidence level,

· Imagery may contain seamlines, creation of photogrammetric orthomosaic byautomated computational methods is acceptable.
· Color and contrast balancing should be performed over the entire area ofacquisition.

· Oblique imagery, if available, must be captured simultaneously with ortho imagery. Oblique imagery must be captured and displayed in 4 cardinal directions (N, S, E, W).

· Target spatial accuracy of oblique imagery, if available, is 3-inch ground sample distance.

· Photogrammetric mosaics of oblique imagery will be generated and made available. Mosaics can be generated by automated computational methods and may contain seamlines.

3. User Access

· Vendor to provide an enterprise desktop software and hosted online cloud solution to access imagery (including oblique imagery, if available).

· Vendor will state number of authorized users permitted under the subscription. Software will be able to handle all users authorized under the agreement concurrently.

· Imagery will be provided as a service- to be consumed by geospatial programs- and with an online viewer with download capabilities.

· User access should be controlled by NDEP system administrators.

Deliverables

1. One month prior to annual renewal date, the selected vendor will provide the BCA contract manager an invoice for annual service. These invoices must note service dates and are to remain concurrent with current coverage for the life of the agreement.

2. Any costs requested by the selected firm shall be based solely upon rates provided in the cost schedule associated with this contract for the duration of the contract and may not be amended.

3. The selected firm must be registered with the State of Nevada Secretary of State’s Office and State of Nevada Controller’s Office as a business in good standing, able to contract with the State of Nevada at the time of award, and ensure all State required vendor or business accounts and licensure remain active and in good standing for the duration of the contract.

4. It is the responsibility of the selected firm to ensure any business changes are processed promptly with the State Controller’s Office or Secretary of State. Inaccurate vendor accounts may result in a payment delay for which the BCA will not be held responsible. Additionally, vendor account issues affecting payment to the selected vendor may not cause lapse in access to high resolution images.
