Attachment P, Wayside Starter Proposal, May 2023

Introduction

Project Overview This Starter Proposal for De Soto National Memorial (DESO) is to replace all existing wayside exhibits with a few additional waysides.

Wayside exhibits will be planned and designed using the following principles, standards, and guidelines:

• Principles of Universal Design

• NPS Wayside Exhibit Map Standards

• NPS Wayside Exhibit Typographic Standards

• Accessibility Compliance Guidelines

Physical Accessibility The National Park Service (NPS) is committed to making all practicable efforts to make park facilities, programs, and services accessible and usable by all people, including those with disabilities. Accordingly, each wayside location has been assessed for physical accessibility.

• Panel colors will be selected to reduce eyestrain and glare and to provide excellent readability under field conditions.

Because of its reflectivity, white will not be used as a background color.

• Audio description text will be developed for all new exhibits and include a description of what the visitor is seeing (what the panel is interpreting on site), a description of the images on the panel, and all text on the panel.

For Visitors with Hearing Impairments

• Wayside exhibit panels will communicate visually and will rely heavily on graphics to interpret park resources.

Introduction cont. Page $2

Site Preparation Where new waysides are replacing existing waysides, existing exhibits should be removed prior to installation. Site preparation for new wayside exhibits should ensure access to the wayside with compliant surface material and adequate clearance for other visitors to move around those stopped at the wayside.

In particular, the following consideration should be noted:

• When the waysides are installed, the finished height from the ground surface to the front edge of a low-profile cantilever base should be 32" (see the NPS VIS and Wayside Hardware Specification Manual, pages 30 and 35).

• Cane-detection bar, where needed, will be at 27" from the ground.

For Visitors with Mobility Impairments

• NPS accessibility guidelines for mobility at and around wayside exhibits call for ground surfaces to be stable, level, firm, and slip-resistant; the exhibit pad itself to be a hard surface; and wayside exhibits to be installed at wheelchair accessible locations whenever possible.

• Wayside exhibit panels should be installed at heights and angles favorable for viewing by all visitors, including wheelchair users. Most waysides will use standard bases, as specified in the Wayside Hardware Specification Manual.

• Exhibit sites should offer clear, unrestricted views of features referred to in the exhibits whenever possible.

For Visitors with Visual Impairments

• Exhibit typography will be legible and readable, according to the NPS Wayside Exhibit Typographic Standards.
