STATEMENT OF WORK

RFQ 140D0424Q0589 for Automated Threat and Hazard Data Feeds for the Office of Emergency Management

Updated July 25, 2024

1. Background/Objective

The US Department of the Interior’s (DOI) Interior Operations Center (IOC) provides 24/7/365 Watch Operations for DOI. Among several key mission functions, the IOC continually monitors for situations that may impact the Interior’s personnel, resources, and missions. These situations include the full gambit of natural, technologic, and human caused disasters. The IOC has access to reliable and robust data feeds for most natural hazards. However, the IOC has challenges with rapid identification and assessment of human caused and technical threats and hazards that may impact Interior. Furthermore, due to human resource limitations and the scope and breadth of Interior’s footprint, the IOC has limited capability to maintain granular vigilance over the entire Interior footprint.

The goal is to increase the visibility of incidents that may impact DOI’s People, Lands, and/or Resources.

2. Requirements

The requirements for the data feed are as follows:

ESRI Marketplace: The platform must be available in ESRI’s marketplace for easy integration into DOI’s ESRI ArcGIS Online Environment.

Geolocation: Incident data must be geolocated.

Multi-Source Integration: Data shall be aggregated from a diverse range of sources, including social media, news outlets, and proprietary data feeds. This comprehensive approach should ensure a broader scope of coverage and more reliable insights.

Diversity of Data Sources: The provider shall have a formal agreement with the data sources which include most popular social media platforms, such as but not limited to X (formerly Twitter), Facebook, Instagram, and other platforms utilized by citizens of the US and its territories, state and local emergency broadcast notifications and social media accounts in the United States and its Territories, and official media outlets, to ensure consistent and reliable situational awareness for OEM.

Multi Modal Approach: The provider shall have multi modal approach to discovering events, risks and threats, scope and accuracy that is sourced from, but not limited to, data from text, audio, video, images and sensors.

Data Elements: The provider shall include data elements, such as title, geolocation, latitude, longitude, hyperlinks, and incident types in their data feeds.

Source Links: The platform shall credit the source for alerts and provide a link to the source information, to ensure fast and effortless verification of facts when required. This should give end users an extra layer of confidence when acting on information sent through the platform.

Broad Coverage: The successful data feed provider will provide real-time monitoring and alerts across a broad section of risk categories, covering global and hyperlocal levels. The successful offeror's coverage areas include Emergency and Safety, Geopolitics, Infrastructure, Weather, Health, and Cybersecurity.

Scalability and Flexibility: The successful offeror shall have scalability and flexibility to accommodate evolving needs and requirements. Whether monitoring global events or specific threats, it shall scale to meet the demands of our organization, making it a versatile solution for various use cases. Use cases include force protection, situational awareness, and open-source intelligence.

Customization: Incident/Alert types must be customizable based on incident categories as well as key words.

Quality Assurance: The successful data feed provider must provide a quality assurance program that at a minimum addresses average detection speed, false positive rates and false negative rates.

System Resilience: The provider shall provide a minimum of 95% data feed uptime and have an auto fail-over redundancy for the feed.

Notification Speed to Feed: There shall be an average of less than 15 minutes from time of incident identification to notification or transmission to DOI’s system.

Recognition and Notification of Incidents: System recognition and notification of at least 90% of the national-level incidents at DOI assets.

3. Place of Performance This service shall be provided online through cloud hosting.

4. Period of Performance One base year followed by three additional option periods that may extend the period of performance for up to three additional years.
