1. Integration with ESRI Marketplace:

- Are there specific technical requirements or limitations for integrating with DOI's ESRI ArcGIS Online Environment? Ideal time table for integration?

The vendors should already be in the ESRI Marketplace and advise in their response the timeline for integration.

2. Geolocation Requirements:

- Are there specific accuracy standards or precision levels required for the geolocation data?

No. Due to the quality nature of certain feeds, DOI understands that location accuracy may vary.

Weather alerts for example can be very specific and therefore accuracy is important whereas deriving a specific location from social media posts is more challenging. It will be important for the vendor to explain how location is derived for certain data feeds so DOI can adjust accordingly.

- What AOI’s (areas of interest) is DOI interested in?

Any area that includes DOI land units, sites, and facilities. This includes much of CONUS, AK, HI, and US territories (Puerto Rico, USVI, CNMI, etc)

3. Coverage and Monitoring:

- Are there any additional details or conditions where the 15-minute notification window was determined by DOI to be adequate?

This was determined via market research. This seems to be the standard time. In addition, the 15 minute window plus normal data refresh rates puts OEM notification time around 30 minutes.

- What types of incidents are considered national-level, and how are they prioritized at DOI?

There are two categories of national-level. 1. A threat or hazard that is truly national level in scope.

That is, it will potentially require a federal level response. 2. A threat or hazard that is receiving “national-level” media reporting from media sources such as cable news or news programs that cover US and or global topics.

- What types of threats is DOI most interested in?

Any and all threats that my impact DOI lands, property, personnel, or US infrastructure (offshore energy and surface mining) under DOI’s purview. For this service, we are particularly focused on human caused, health, and technological threats.

4. Scalability and Flexibility:

- What are the anticipated scalability requirements over the contract period, including potential increases in threat types or coverage areas?

There should be limited additional scaling required. DOI has a set geographical area of interest and threat types are for the most part known.

5. Customization of Alerts:

- Are there preferred channels to deliver the detection of threats; email, text, etc.?

No. DOI will manage notifications internally using existing notification systems.

- Is there a process for DOI personnel to suggest or request new customization options?

Yes. DOI Interior Operations Center has a change management system that allows users to provide feedback on needed changes.

6. Overall Budget:

- What is the total budget allocated for this project, including the base year and the three additional option periods?

- Is there flexibility in the budget allocation if additional features or capabilities are required?

DOI AQD will not release estimates or budgets for this requirement. The vendor is advised to offer their pricing for consideration.

7. Is the Contractor required to be FedRAMP authorized?

No.

8. Is it a hard requirement that the solution already be available in the ESRI Marketplace? Or, if the company "in process" on the ESRI Marketplace sufficient?

Yes, it is a hard requirement that the solution already be available in the ESRI Marketplace at time of quote.

9. Is it required to have content generated from Audio or video analysis?

No. However, identification of potential incidents should be multimodal. Vendors should explain what methods/systems are utilized in the detection process.

9. Do you have a pre-filled form SF-1449 where we complete our portion, or do we start with the attached blank form and complete the applicable boxes?

The SF1449 is in the Attachments/Links section of the SAM Contract Opportunities for this requirement. Please be sure to review all documents that were loaded specific to that requirement when responding to the request for quotes.
