STATEMENT OF WORK

IP-Based Emergency Alert System Upgrade (Consort Alert)

4th Fighter Wing (4 FW) Seymour Johnson AFB, NC

Date: 05 August 2026

Attachment One-Statement of Work 05 August 2026

Executive Summary

1.0 Scope of Work

The purpose of this contract is to procure, install, and maintain an upgraded IP-based Emergency Alert System for the 4th Fighter Wing (4 FW) and 916th Command Post at Seymour Johnson Air Force Base. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to upgrade the existing analog Alert III CrashNet system to the ConsortAlert IP-based system, matching the configuration currently utilized by the 916th Air Refueling Wing. The contractor shall provide all necessary items and non-personal services required to ensure the comprehensive maintenance and continuous full operational capability (FOC) of the system.

Following the installation and standard 12-month warranty period, the contractor shall provide ongoing maintenance and technical support. The anticipated Period of Performance (PoP) consists of a Base Year (Upgrade + 12-Month Warranty) plus four (4) 1-year Option Periods for sustainment.

2.0 Background

The current Alert III CrashNet system utilized by the 4 FW is scheduled for End-of-Life (EOL) on December 31, 2027, due to component obsolescence. The existing analog system lacks an Operating System (OS) and reporting capabilities. To ensure uninterrupted mission readiness, the 4 FW requires a secure, scalable, and Joint Interoperability Test Command (JITC) certified solution supporting both analog and VoIP endpoints capable of generating system health and alert reports.

3.0 Specific Tasks & Upgrade Requirements

During the Base Year and subsequent option years, the contractor shall at a minimum execute the comprehensive system upgrade and ongoing sustainment in strict accordance with the following requirements:

• System Replacement: Remove the existing Alert III initiator and install the new ConsortAlert system initiator in the primary and alternate Command Posts. A new initiator (panic button) will also be installed in the 916th Command Post.

This Statement of Work outlines the procurement, installation, and multi-year maintenance of an upgraded IP-based Emergency Alert System (ConsortAlert) at Seymour Johnson AFB. This critical modernization replaces the legacy analog Alert III CrashNet system, ensuring uninterrupted mission readiness, JITC-certified security compliance, and robust system health reporting.

• Technical Adherence: All installation and integration work must strictly follow the schematic labeled "Seymour Johnson AFB Klaxon System HLD v0.5”.

• Upgrade Preparation and Site Visit: To ensure the successful execution of the comprehensive system upgrade, the contractor shall, where needed, coordinate and conduct an on-site visit to Seymour Johnson AFB prior to or during the initial installation phase. The purpose of this visit is to assess the operating environment, verify facility infrastructure readiness, and guarantee a seamless cutover to the new system.

• Hardware, Software, and Lifecycle System Integration: The contractor shall ensure the new ConsortAlert system is fully IP-based, equipped with a centralized Operating System, and fully Joint Interoperability Test Command (JITC) certified for DoD network operation. To ensure continuous system compatibility, security compliance, and warranty integrity, the contractor shall provide the following integrated support services during the upgrade and throughout all subsequent maintenance periods:

• OEM Parts Mandate: All new hardware components, initiators, and replacement parts utilized for the initial upgrade or subsequent maintenance must be genuine, Original Equipment Manufacturer (OEM) Forum parts. The contractor shall deliver replacement parts at no cost to the Government.

• Software Maintenance: The contractor shall provide free patches, bug fixes, and up-issues (minor version updates) to resolve identified problems within the same software release.

Testing, Cutover, and Ongoing System Check-ups: The contractor shall conduct full end-to-end testing of the new system during the initial cutover phase to ensure full operational capability. Following deployment, the contractor shall perform ongoing system check-ups on an as-requested basis (twice a year minimum, unless addressing a specific technical fault). These remote check-ups shall include but not be limited to a comprehensive review of system configurations, operational logs, and Conference/Participant databases to identify potential anomalies, alongside supplemental training or targeted telephone support as required by the Government.

• Reporting Configuration: Configure the system to automatically generate and export daily and weekly reports detailing the results of routine test calls, live aircraft alert calls, and overall system health/diagnostics.

• Critical Constraint: The contractor must coordinate the installation and cutover schedule strictly with the customer point of contact to ensure absolutely zero unmitigated lapse in alert coverage.

• Training: Provide basic operational and administrative training to appointed Command Post and 4 CS personnel (Communications Squadron) upon completion of the installation.

System

Warranty Coverage: The contractor shall provide a comprehensive, all-inclusive twelve

(12) month warranty commencing immediately upon successful system cutover and

Government acceptance. This warranty shall cover all hardware components, software functionality, and engineering support required to keep the system fully operational at no additional cost to the Government. The transition from warranty status to Option Year 1 maintenance shall be seamless, with zero lapse in support coverage.
