About this file

This is a Determination & Findings document justifying a single-source procurement action for Seymour Johnson Air Force Base. The contracting activity is 4 CONS/PKB USAF, and the action value is $80,000.00.

The procurement addresses the end-of-life replacement of the existing Alert III CrashNet system, which will reach end-of-life in January 2027. The Air Force proposes to upgrade to the Forum Communications ConsortAlert system (Forum PN # 1011-9030) coupled with annual maintenance services. The justification for single-source procurement is based on RFO 11.204(a)(2)(ii) (Brand Name requirement), as the ConsortAlert system must integrate seamlessly with seventeen (17) existing Forum Intelligent Line Modules currently operational at the installation. Market research confirmed that all required equipment and replacement parts are proprietary and solely manufactured by Forum Communications. The required equipment includes a Rack Mount UPS and PDU (PN #911-133), Non-PoE Switch with 8 RJ45 ports (PN #911-808-004), 8-port VOIP Gateway/ATA (PN #911-996), Patch Panel (PN #911-132), miscellaneous installation supplies (PN #911-930), ConsortAlert Spares Kit (PN #911-865), and Panic Button Module (PN #911-283). The determination was approved by 1st Lt. Jensen C. Jones, USAF Contracting Officer, on July 30, 2026, as the appropriate authority under GSAR 538.7104-3(a) and OAF Approval Authorities Matrix PM 26-C-11.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 4 CONS/PKB USAF

2. Nature and/or Description of the Action: $80,000.00

The existing Alert III system at Seymour Johnson AFB, manufactured by Forum Communications Systems Inc., will reach its designated end-of-life (EOL) in January 2027. Its direct successor, the Consort Alert system, is exclusively manufactured and supported by the OEM, Forum Communications. and a critical factor for this procurement is that the Consort Alert system and fully compatible with the seventeen (17) Forum Intelligent Line Modules (ILMs) currently installed and operational across the installation. This seamless, compatible integration is vital; it guarantees a rapid upgrade process that drastically minimizes system downtime and prevents critical gaps in the base's emergency and aircraft alert response capabilities.

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs.

RFO 12.102(a) (Commercial Products and Services): Only one source is available.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

4. Findings:

The existing Alert III CrashNet system is approaching its end-of-life, necessitating a replacement to maintain operational readiness and secure long-term cost savings for Seymour Johnson AFB. The requirement is for a complete system upgrade coupled with annual maintenance services. The proposed upgrade is to the Forum Communications ConsortAlert system. This solution offers the most seamless and cost-effective transition, as it is designed to integrate with the established Klaxon infrastructure at SJAFB. In the pursuit of competition, market research discovered that Forum Communication, a small business, authorizes other certified small business partners to perform services on their products. The government identified these small businesses that could meet fulfill the requirement to perform these services.

However, for the needed equipment to upgrade this system and provide annual maintenance services, Forum manufactured products must be obtained by any service provider, the OEM or another entity, to properly integrate into SJAFB's Klaxon System. Market research through open market and GSA Advantage determined that all the needed part numbers for the upgrade are proprietary and solely manufactured by Forum Communications. Without these brand named items, the government will trigger significant migration costs for a complete infastructure replacement for the Klaxon System.

Thus, in accordance with RFO 11.204(a)(2)(ii), it was determined that the best value to the government was obtained by capturing competition within small business service providers, including the OEM and its authorized distributors, through the use of brand name procedures. This brand name will apply to the ConsortAlert System, Forum PN # 1011-9030 and all other required equipment referenced below that has been identified to best meet the need of the government.

- PN #911-133 / Rack Mount UPS and 12 OUT PDU

- PN#911-808-004 / Non-PoE Switch, 8 RJ45 Ports, TAA Compliant

- PN#911-996 / 8 port VOIP Gateway / ATA

- PN#911-132 / Patch Panel, Amphenol to 24 RJ11 jacks

- PN#911-930 / Misc Installation supplies (patch cables)

- PN#911-865 / ConsortAlert Spares Kit: (One 8-port ATA)

- PN#911-283 / Panic Button Module

Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

5. Signatory Authority: (Contracting Officer Instruction: In accordance with OAF Approval AuthoritiesMatrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
