About this file
This document is a Draft Statement of Work (SOW) for the replacement of a Central Laboratory Vacuum System for the FDA's Human Foods Program located in College Park, MD. The project involves disconnecting and removing the existing 25-year-old vacuum system and installing a new tri-plex, dry (oil-less) system with a redundant control system. Key specifications include a three-stage control system, continuous operation capability, and compatibility with existing infrastructure, with specific requirements such as air inlet pressure range, temperature, and voltage specifications.
The project is anticipated to run from September 30, 2025, to April 30, 2026, with a total duration of approximately 213 calendar days. The contractor will be responsible for tasks including site survey, technical documentation submittals, system delivery, installation, testing, and commissioning. A comprehensive 12-month warranty is required, covering materials, equipment, and workmanship. The solicitation is currently in a Sources Sought Notice phase, aimed at identifying small business concerns capable of performing the construction project, with potential small business set-aside considerations under FAR Part 19.

Statement of Work Title: Central Laboratory Vacuum System Replacement
1. Purpose
The purpose of the requirement is to acquire and install a replacement laboratory central vacuum supply system to support FDA Human Foods Program research. The new system shall contain a back-up control system to allow for quick restoration of service in the event of a controller failure.
2. Background
The existing Central Laboratory Vacuum System in a Federal building is now 25 years old. When originally installed, the existing system was a Tri-plex (3 pump), multi-stage whole building vacuum supply system. In the earlier portion of its 25-year lifespan, numerous components failed and were repaired or replaced. Due to obsolescence and discontinuation of replacement part fabrication over the last 5 years of operation, this is no longer an option. As pumps failed, they had to be removed from the system, resulting in degradation of system performance. We have reached the point where the whole system is now dependent on a single remaining operational pump.
3. Scope
The scope of the project includes 1) Disconnection, demolition, and removal the existing Central Laboratory Vacuum Supply System. 2) Provide and install a new skid-mounted Central Laboratory Vacuum Supply System that meets or exceeds the performance standards/capabilities exhibited by the existing Central Laboratory Vacuum Supply System. 3) Provide and install a redundant, parallel control system that will allow a transition from the primary control system to the back-up control system with just a flip of a switch. 4) Program both the primary and secondary control systems and verify that both systems
4. Specific Tasks
Task:
1. Conduct site survey to verify existing conditions and develop strategies for removing old equipment and getting new equipment to the FDA site location.
2. Submit Piping and Instrumentation Diagram (P & ID) for Agency review and approval.
3. Submit General Arrangement Drawing for Agency review and approval.
4. Submit Electrical Panel Dimensional Drawing for Agency review and approval.
5. Submit Electrical Wiring Diagram for Agency review and approval.
6. Deliver new programmed Central Vacuum System (CVS) to FDA’s Loading Dock.
7. Disconnect existing CVS and remove from the FDA Location.
8. Move new CVS to the FDA location and set into final location.
9. Connect new CVS to existing building connections (electrical, vacuum and drain).
10. Test and commission the new CVS.
11. Provide electronic and 2 hard-copies of system Installation and Operations Manual(s) and certificate of performance specifying numeric operating parameters.
