DESCRIPTION/WORK STATEMENT/SPECIFICATION

Inductively Coupled Plasma Optical Emission Spectroscopy

1.0 SCOPE.

This specification establishes the requirement for a new Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) System to be acquired and installed at Anniston Army Depot (ANAD), Anniston, AL. The ICP-OES System will be responsible for the metal analysis for the installation’s National Pollutant Discharge Elimination System (NPDES) permit. The Contractor shall configure the equipment to provide ANAD with all functionalities, capabilities and features as described herein. The Contractor shall provide all resources necessary to prepare, provide, deliver, install, and train personnel on the functional operation and programing of the equipment that includes travel and anything else necessary for the proper functioning and operation of the equipment system.

2.0 General Requirements.

The ICP-OES System shall be composed of the following elements:

· A 3-channel, peristaltic pump.

· A quick-release semi-demountable torch for easy maintenance.

· A solid-state, free running 27.12-megahertz radio frequency (MHz RF) generator to ensure robust plasma generation for any sample matrix.

· Three independent mass flow controllers (MFC) for precision control of the nebulizer, plasma, and auxiliary gas.

· An interlock drain sensor to shut down the system if a leak in the sample path is detected and to prevent samples being lost.

· An echelle polychromator that is thermostatically controlled to ensure long-term stability and reduce the need for recalibration.

· A cross-dispersing prism combined with an echelle to provide a resolution of 7 pm and minimize interferences.

· Full wavelength coverage from 167.021 to 852.145 nm.

· System software that provides an easy-to-navigate platform that allows the analyst to add wavelengths, create methods, analyze samples and post-process the data while the spectrometer is acquiring data.

· A computer/data station/controller provided for system operation.

· A chiller and autosampler.

3.0 Safety

The ICP-OES System shall conform to all applicable equipment and operator safety requirements.

4.0 Installation Start-Up and Training

The manufacturer shall provide installation, start-up, and on-site operational training to include operation and operator level preventive maintenance checks and services (PMCS).

5.0 Safety and Health Requirements

The Equipment shall comply with CFR, OSHA limitations and control of noise levels, radiation, electromagnetic emission, noxious vapors, heat, etc. as applicable. The Equipment shall be equipped with safety devices to adequately protect the operator from all hazards incident to its operation.

6.0 Acceptance Testing and Verification. The ICP-OES system and equipment shall be tested and verified after delivery to Anniston Army Depot to the Environmental Lab, building 162.

7.0 Conformance. The Equipment shall meet the requirements of this Specification and conform to the Manufacturer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the Equipment to determine compliance with the requirements of this Specification.

8.0 Final Acceptance. The Government will issue a final acceptance only after the contractor successfully completes all requirements herein. Final acceptance will be at Anniston Army Depot. Upon acceptance of all items described above, the contractor shall submit a completed DD Form 250 for signature by the government representative, as final acceptance of the equipment required by this specification.

9.0 Delivery, Handling, Storage and Installation

The ICP-OES System will be delivered to the Anniston Army Depot, 7 Frankford Avenue, Anniston Alabama Environmental Laboratory, building 162. The Contractor shall be responsible for crating and shipping the Equipment and all associated material and components if necessary. The Contractor shall protect the Equipment from damage and weather during handling, shipping, and storage of the Equipment. The Contractor shall provide shipping details to the Government no less than two (2) weeks prior to shipment. Delivery shall be between 1 Oct 2025 and 30 Sep 2026.

10.0 Documentation

To ensure smooth and safe operation, a comprehensive set of documentation shall be provided with the Equipment. This includes a detailed Operator Manual covering operating instructions, preventive maintenance procedures, methods for verifying safe operation, and procedures for manual startup and shutdown. The Operator Manual shall provide clear step-by-step instructions for Equipment startup, operation, and shutdown.

This documentation shall be delivered in two formats:

· A set of CD-ROMs containing all documentation.

· Two sets of printed documentation, including the Operator Manual, detailed service manuals, and operator-level preventive maintenance checklists.

All documentation shall be furnished in the English language only. This complete package is designed to give operators and service personnel everything they need to effectively and safely use and maintain the Equipment.

11.0 Government Furnished Equipment (GFE).

ANAD will furnish no Government equipment to the Contractor.

12.0 Warranty.

The Equipment shall be covered by a warranty. The warranty shall be for a period of not less than 1 year (12 months) and shall begin the day following Government issuance of final acceptance of the Equipment. The warranty shall provide full calibration services and preventive maintenance/repair coverage for the ICP-OES system and necessary components. During the warranty period, the Contractor shall be responsible for all costs, including parts, labor, travel and lodging required to complete repairs of any defects in machine material, parts or workmanship. The warranty shall be written in the Anniston Army Depot’s name.
