About this file

This document is a Request for Technical Literature for an Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) System solicitation by the Department of the Army Materiel Command Contracting Command Detroit Arsenal. The solicitation (W911KF25QA007) is for an ICP-OES System to be acquired and installed at Anniston Army Depot in Anniston, Alabama.

The request requires bidders to submit descriptive marketing literature with their bid that demonstrates how the proposed ICP-OES System meets specific technical requirements outlined in paragraphs 2.0, 3.0, 4.0, 5.0, 9.0, 10.0, and 12.0 of the specification. Critically, the document stipulates that failure to provide comprehensive literature showing product conformity will result in bid rejection. Bidders must address all required features, and if preprinted literature is insufficient, they must attach a supplemental information letter detailing the missing specifications. The solicitation has a response deadline of 3/11/2024.

Text version

Request for Technical Literature A. The bidder shall provide, with its bid, descriptive literature that has previously been used to market the Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) System. The literature will be used to technically evaluate the bid and describe how the Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) System meets requirements of the specification, specifically the paragraphs:

Ref. Paragraph Information Furnished

2.0 General Requirements

3.0, 5.0 Safety & Health Requirements

4.0 Installation, Start-up and Training

9.0 Delivery, Handling, Storage, Installation

10.0 Documentation

12.0 Warranty

b. The features, which must be addressed in the descriptive literature, are necessary to consider the bid responsive. If the bidder’s preprinted literature does not show all these features, the bidder must attach a letter of supplemental information to the literature describing in detail those required features.

c. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid.

Conditions’, or ‘prices are subject to change without notice’ shall not be considered for an award. The government has no assurance the products offered will conform to the specification; therefore, the bid is not considered a firm bid and will not be considered for an award.
