Statement of Work

Analytical and Laboratory Services

Nuclear Power Training Unit

Joint Base Charleston, SC Weapons Station

22 June 2020

1.0. Analytical and Laboratory services: The contractor shall provide all analytical services for Polychlorinated Biphenyls (PCB) and Toxicity Characteristic Leaching Procedure (TCLP) Metals. The contractor’s laboratory must provide the required sample bottles with preservative(s) needed for the specific analysis identified in the Testing Matrix. Test results shall be provided to the Nuclear Power Training Unit (NPTU) within the required time frame identified in the Matrix.

1.1. Samples will be delivered to the contractor’s laboratory (located within a 20 mile radius of

Joint Base Charleston - Weapons Station, SC) by NPTU personnel when testing is required.

The turn-around time begins the day the sample(s) are delivered to the laboratory by the Government.

2.0. Laboratory Accreditation: Laboratories providing environmental testing services to Navy programs shall be accredited for each applicable test method being provided per OPNAV M-5090.1, dated 10 Jan 2014. Laboratories must be certified by the National Environmental Laboratory Accreditation Program (NELAP) or approved equivalent certification IAW OPNAV M5090.1. Certification must be provided prior to contract award and shall remain current during the entire contract period. The contractor is responsible for providing NPTU and the Contracting Officer a current copy of the laboratories’ accreditation should the accreditation expire during the term of the contract. Failure to provide proper accreditation at any time during the term of the contract warrants for Termination of the Contract.

3.0. Uniform Standards for Laboratory Testing:

(a) Contractors and subcontractors shall perform environmental sampling activities according to a documented quality system that meets the requirements of Public Law 110-140, Energy Independence and Security Act of 2007. The contractor’s quality systems documentation shall include a Quality Management Plan.

(b) Laboratories must demonstrate the ability to generate acceptable results from analysis of proficiency testing (PT) samples, subject to availability, using each applicable method in the specified matrix;

(c) Upon request, laboratories must make available to the Navy the results of all PT samples analyzed by the laboratory during the period of performance;

(d) Prohibited Practices: Organizations performing sampling and testing on behalf of the Navy shall adhere to professional standards of ethical conduct defined in quality systems documentation and must not engage in any prohibited practices defined as follows:

a. Fabrication, falsification, or misrepresentation of data

b. Improper date or time recording

c. Unwarranted manipulation of samples, software, or analytical conditions

d. Misrepresenting or misreporting quality control samples

e. Improper calibration

f. Concealing a known analytical or sample problem

g. Concealing a known improper or unethical behavior or action, and

h. Failing to report the occurrence or a prohibited practice or known improper or unethical act to the appropriate laboratory or contract representative, or to an appropriate Government official.

TESTING MATRIX

• Test results must be provided to NPTU within the required time frames stated in the Matrix.

• The numbers of samples are estimates; not all levels of testing will be completed for each sample.

• The government will only pay for the number of analysis completed and provided.
