Whenever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows: (Reference to a specific standard or specification shall mean the latest addition or amendment thereto in effect on date of invitation for bids.)
AASHTO – American Association of State Highway and Transportation Officials.
ASTM – American Society for Testing and Materials.
EPA – Environmental Protection Agency.
FAR – Federal Acquisition Regulation System.

OSHA – Occupational Safety and Health Act.
U.S. Customary Units of measure are used in conjunction with thesespecifications.
The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.
All items, which are measured by the foot, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.
A station when used as a definition of term or measurement will be one hundred feet, or a precise location along a survey line.
Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.
The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weight tickets furnished by the Contractor from certified scales will be used to determine weight measurements.

Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.
Section 801 – General
Section 814 Asphalt Surface Maintenance
814.01 Service Required
Repair and cleaning of pavement surfaces.
814.02 Performance Standards
This work is complete when the pavement is clean and free of cracks, potholes, and surface irregularities.
Follow industry standards as outlined in the Asphalt Institute Manual Series Number 16.
814.03 Technical Standards
A. Asphalt Pavement Maintenance
1. Asphalt pothole repairs shall be completed as follow:
a. Cutting: The pavement shall be cut so that all edges are vertical, the sides are parallel to the direction of traffic, and the ends are perpendicular to the direction of traffic. All sides shall exist in reasonably sound pavement.
b. Cleaning: Before placing the patching material the patch area shall be cleaned. At the minimum use a steel brush to sweep out the pothole, removing all dirt, debris and any standing water. If sweeping does not remove the fine materials, compressed air or a vacuum shall be used to clean the patch area.
c. Filling: Fresh asphalt concrete mixture shall be placed in sufficient quantity so that the finished surface will be smooth and conform to grade. The asphalt concrete mixture shall be compacted with a vibrating plate or vibrating roller. Hot mix asphalt works for any depth repair. However, when the patch depth is greater than 4 inches, multiple lifts shall be used and compacting after each lift is placed is required. Cold-mix asphalt shall be used only in small- to medium-sized potholes that are less than 2” deep. Use shovels to manually place patching material.
d. Sealant/Tack: Once the area is dry, apply sealant or tack to the area to keep moisture from infiltrating the patch contact point.

814.05 Measurement
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
A. Single Lane Roads: The work activity will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.
B. Double Lane Roads: The work activity will be measured along the centerline of the roadway. Measurement will be to the nearest one-tenth (0.1) mile.
C. Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.

Section 834 Roadway Drainage System Maintenance
834.01
Clean and recondition roadway drainage systems including culverts, ditches, inlet and outlet channels, catch basins, and any other drainage system.
834.02
Drainage system maintenance is complete when no obstruction remains in the defined area adjacent to the structure or in ditches which would have the potential to block water from entering the structure, back water into the structure (except for structures designed to function in a back-flooded manner), or divert water outside the defined channel. Equipment operation in live streams or hydraulic flushing of drainage structures is not permitted.
Lead-off ditches shall be cleared of brush and debris and reconditioned to provide a minimum -4% grade below the outlet if not at creek level. Lead-off ditches shall be reconditioned to “daylight” on the outlet end (no berms at outlet). Refer to Lead- Off Ditch typical drawing under item 5.4 for further details regarding lead-off ditch reconditioning requirements.
834.03
A. Ditches
1. All ditches shall be pulled and maintained except those specifically designated by the
Contracting Officer. This work is done concurrently with the Road Blading activity.
2. When the edge of the roadbed or the face of the ditch inslope is eroded, then these slopes shall be bladed and shaped to maintain the road edge alignment and profile. Embedded rocks shall not be dislodged from eroding ditches. All ditches shall provide proper drainage.
3. All suitable material, having the same character as the roadbed material, excavated through this activity shall be reclaimed onto the roadbed and utilized as specified in 1.d).
4. Unsuitable material pulled from ditch line shall be spread along fill-side edge of roadbed or on fill slopes without inhibiting surface drainage.
5. Handwork required to properly connect ditch flow lines to drainage structures is considered a part of this activity.
6. All wing ditches and lead-off (tail) ditches shall be cleaned their full length to provide drainage away from roadbed, with no ponding at the outlet.
B. Cleaning of Culverts
1. All ditches shall be pulled and maintained except those specifically designated by the
Contracting Officer. This work is done concurrently with the Road Blading activity.
2. All culverts shall be cleaned of muck, rock, and other debris a distance equal to two culvert diameters into each end. Culverts that need more substantial cleaning beyond as determined by the Forest Service will likely require the use of a mini-excavator, backhoe, etc. Culvert pipes to be included under this item shall be flagged on the ground by the Contracting Officer.
3. Drainage basins for these culverts shall be excavated to a width of twice the diameter of the culvert on the inlet and cleared of brush and other woody debris for a minimum 5-foot radius at the inlet and outlet. Cleaning shall include adequate shaping of roadside ditches to ensure water draining from the ditches is able to enter the culvert.
4. All unsuitable material, including brush and rock, extracted in this operation shall be disposed of away from the roadbed and away from natural or man-made drainages.
5. Contractor shall be responsible for repairing any damage caused during culvert cleaning.
834.04
As specified on roads listed on the road listing, shown on the plans, marked on the ground and/or ordered by the Contracting Officer and:
1. Drainage structures including inlet structures, culverts, catch basins, inlet/outlet channels, and ditches within the area shown on the plans or in the supplemental specifications.
2. Culverts - a minimum external horizontal distance of 10 feet in any direction from the inlet and outlet end and a minimum internal distance of 3 feet from the inlet and outlet ends.
3. Ditches adjacent to the roadbed.
4. This work does not include bridges, cattleguards, drain dips, or water bars.
834.05
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
