Table of Contents
1. DESCRIPTION OF SERVICES
The contractor shall provide non-personal services, including all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at AFRL/RI, and Defense
Finance and Accounting Service (DFAS), Rome, NY in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor shall provide snow removal services for AFRL/RI and DFAS, Rome, NY. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.1. MAINTAIN IMPROVED GROUNDS
Improved Grounds are identified on the Grounds Maintenance Attachment 1.
1.1.1. MOW
The contractor shall mow all improved grounds to look well-manicured, with a neat and professional appearance. Maintain grass height between 2- and 4-inches uniform in appearance, free of skips, gaps, rutting, or scalping. The contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area. During an extremely hot and dry period, a reduced frequency and increased height of mowing, as determined by the Contracting Officer’s Representative (COR), accomplished so as not to kill or damage lawn areas.
1.1.2. EDGE
The contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass and weeds shall be swept or blown off of paved surfaces immediately after edging is performed.
1.1.3. TRIM
The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. This includes all areas inside fence enclosures. Trimming height shall match the surrounding area grass height. All areas shall be trimmed concurrently with mowing. The contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area. Removed clippings will be disposed of at an off-site location in accordance with existing local, state and federal regulations.
1.1.4. IRRIGATION (RESERVED)
1.1.5. REMOVE DEBRIS/POLICE GROUNDS
The contractor shall remove debris that would impede mowing and snow removal service in all areas of improved grounds and parking lot areas. Contractor's policing responsibilities shall include, but not be limited to, the removal and off-site disposal of all-natural debris, (tree limbs, dry brush, rodent habitats, sand, stones, leaves, etc.) and man-made debris.
1.1.6. LEAF REMOVAL
The contractor shall remove leaves from improved grounds as needed, to maintain a neat and professional appearance. Leaf removal shall occur weekly during the months of November and April.
Fallen leaves in the “Area to Maintain” designations on Attachment 1 shall be removed as well. If shrubs, hedges, or bushes die in the “Area to Maintain” due to excessive leaves, the contractor shall replace them with the same type. The contractor shall dispose of all leaves at an off-site location in accordance with existing local, state and federal regulations.

1.1.10. PRUNE SHRUBS, HEDGES AND OTHER PLANTS
The contractor shall prune/trim shrubs, and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Hedges shall be maintained to their natural mature height and shape. Shrubs, hedges, ground cover, and broadleaf evergreens shall be pruned/trimmed as required maintaining clearances of minimum of 3 inches from buildings, sidewalks, or other obstructions. Shrubs, hedges, and bushes shall be pruned/trimmed in the “Area to Maintain” designations on Attachment 1 as well. Special attention to the pruning/trimming of shrubs and hedges shall occur during the month of October.

1.6. PERFORM SNOW/ICE REMOVAL
The objective of this requirement is to maintain accessible roads, walkways and adjacent areas for two government agencies located at Griffiss Business and Technology Park in Rome NY - the AFRL/RI and DFAS.
1.6.1. BASIC SERVICES
All Snow Removal Areas are identified on the Snow Removal Map Attachment 2.
The contractor shall remove snow and ice from all paved areas, sidewalks, steps, stairs, landings, and entrance ramps. The contractor shall ensure a pathway of 3 feet wide is free of snow accumulation, piles, or drifts by removing all snow and ice from sidewalks, steps, landings, and entrance ramps. The contractor shall remove snow, including drift or piles, from all remaining paved surfaces such as roads and parking lots. The contractor shall continuously monitor the road and weather conditions at the site. When snow accumulation reaches a depth of 2 inches, plowing operations shall begin within one hour to provide site access during the hours the site is manned.
When ice mitigation conditions exist, ice mitigation operations shall begin within one hour to provide safe driving and walking conditions at the site during the hours the site is manned. The contractor shall ensure the site is accessible and safe 7 days per week, 24 hours per day, whether it is a weekday, weekend, or holiday. The bulk of snow removal operations should be completed no later than 0530 on weekdays and no later than 0700 on weekends and holidays. During continuous snow and ice events, snow removal operations are to be continuous until the storm has passed, and the site is completely plowed open and safe. For access to any portion of the site, to include the opening of gates and drop arms, contact the Security Forces BDOC at 315-330-2961.
Priority roads, sidewalks, and parking lots are shown on the Snow Removal Map, Attachment 2 and are to be completed in order, starting with Priority 1. For roof covered sidewalks or pavement, the contractor must use
Morgo “Snow-Plow” ice melt material or an approved equal. See Attachment 2. For all other areas the contractor shall only apply straight “salt” to mitigate ice and to eliminate hazardous driving and walking conditions during the winter season.
Special care is required for the VCC entry, vehicle barriers, and turnstiles with ADA gates. No metal blades are permitted for removal in these areas and removal by hand may be required as needed to keep the areas free of snow and ice. Salt is not permitted on the vehicle barriers.
Salt may be stored on site with a temporary salt barn constructed. The barn must be removed after Winter, and the only authorized location for the barn is on the West side of Building 19, see Attachment 2.
Snow piles from removal activities shall not impede parking spots. The only exception is the South side of the South parking lot behind Buildings 2 and 3, see Attachment 2.
If the contractor fails to keep the site open, necessitating assistance and use of available Government snow removal equipment, contractor will be required to reimburse the Government. The amount of reimbursement will be based on standard rental fees (per current R.S. Means cost data) for the specific piece of equipment used with operator.
Contractors shall perform spring clean-up by power brooming, street sweeping, hand brooming, etc. All ice mitigation materials and other debris shall be removed from AFRL/RI and DFAS properties, including grass areas adjacent to pavements. The contractor shall repair any damage caused by snow removal or ice mitigation operations, as directed by the COR. Clean up shall be performed annually in April and completed prior to 30 April of each year.
1.7. SPECIAL REQUIREMENTS
1.7.1 TREES
The contractor shall be responsible for identifying all trees that require trimming or pruning.
Trimming/Pruning and tree care shall be accomplished in accordance with the most current industry standards
(ANSI A300 Part 1 and Z133.1). Class II medium pruning shall be used in general on all trees. Class IV pruning shall be used only for lifting, removal, and/or cutbacks of branches that conflict with normal traffic or safety in the vicinity of the trees. In addition, the contractor shall prune or trim trees that pose public safety hazards. Trees shall be maintained for a minimum safety clearance of 14 feet over streets, 12 feet over driveways and fences, 8 feet over walking areas, and 4 feet from buildings. Other trees shall be pruned annually to provide safety, clearances and/or to prevent structural damage. Topping and de-horning shall not be permitted. Contractors shall prune trees in improved ground areas annually and shall be responsible for removing all debris generated from trimming or pruning operations. Trees with a trunk diameter of 6 inches or more shall be trimmed to 3 feet from the ground to the lowest limb, and trees less than 6 inches in diameter shall be trimmed to 2 feet from the ground to the lowest limb.
1.7.2 TREE AND STUMP REMOVAL
Trees, their stumps, and above ground roots shall be removed to 8 inches below ground elevation. Stumps shall be ground within one (1) workday of the tree removal and all debris shall be disposed of on the day of removal.
The stump hole and any other surface damage caused by removal shall be filled with topsoil to match existing grades, raked, and seeded. The total number of trees to be removed per contract year shall not exceed six (6) on the
AFRL/RI and (2) on the DFAS Site, unless extenuating circumstances (i.e. high wind event) warrant the removal of additional trees. Tree removal shall be on an on-call basis, and a contractor response is expected within the agreed time frame after a request from COR. Additional tree removal will be accomplished under separate work orders to be negotiated prior to the removal.
1.7.3 ADDITIONAL POLICING/CLEANUP
Additional policing/cleanup of AFRL/RI grounds is to be provided as an hourly on-call service, and a contractor response is expected within the agreed upon time frame after a request from the COR. This policing/cleanup shall cover any materials/debris, which is considered above and/or beyond the scope of general policing operations as per paragraph 1.1.5. Items falling under these additional cleanups include but are not limited to wood pallets, cable reels/spools, old concrete curbs, broken picnic tables, and clearing of unwanted brush, additional weeding, etc.
1.7.4 WEED CONTROL (SELECTIVE AND NON-SELECTIVE)
The contractor shall perform selective weed control measures to all improved grounds throughout the grass cutting season as required to maintain a healthy weed free appearance throughout the growing season. The substances used shall be applied in accordance with all federal, state, and local regulations for the safety and health of all personnel, animals, and the environment. The contractor shall perform Non-Selective Weed Control around the perimeter and interior fences two times per year in May and August, killing the grass on 12 inches on both sides of the fences. Non-selective weed control shall be used throughout the grass growing season to control weeds in pavement cracks on all site paved surfaces. Pesticide application submittals shall be submitted (10) business days before arrival. The Safety Data Sheet (SDS) of the product(s) to be used must be included for approval/authorization in the submittal, as well as license/certifications of the contractor and applicator(s).
Following the application of pesticides, DD Form 1532 must be completed and submitted to the Government within
(5) business days of the application.
1.7.5 AERATE SOIL
The contractor shall perform soil aeration at all grass areas of improved grounds annually to maintain grounds in a healthy state. Aeration shall be done prior to the first mowing.
1.8 SUPPLIES
The Contractor shall furnish a complete list of all supplies that are anticipated to be used during the contract period to the CO not later than the pre-performance conference for acceptance by the CO. After contract award, any new supplies added to the contract will need Government acceptance before being used on the installation. The supply inventory supply list shall contain the following information:
a) Product name
b) Manufacturer
c) Item use
d) Disposal procedures if material remains after usage
e) Storage provisions for items
The contractor shall be responsible for the proper disposal of all supplies.
An SDS shall also be provided for each item and contractor employees will be trained, by the contractor, in the proper use and disposal of each item. All cleaning and supplies shall be non-flammable.
NOTE: Products containing chlorofluorocarbons (CFCs) or ozone depleting substances shall not be allowed or approved for use.
2 SERVICES SUMMARY
The contract service requirements are summarized in Performance Objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures set forth in FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

2.1 PERFORMANCE
The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices for meeting the objectives of this Performance Work
Statement. The contractor shall develop and implement procedures to identify and prevent defective services from recurring.
2.1.1. Periodic Validations
Periodic validations will be conducted as determined by the COR. Any unsatisfactory inspection (a defect) shall be recorded, and the contractor shall provide the remedy as listed in the services summary after notification by the CO or COR. Failure to remedy as required will lead to a 2nd defect.
2.1.2. Customer Complaints
The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the Contractor. Validated customer complaints shall be recorded as a defect and the contractor shall provide the remedy as listed in the services summary after notification by the CO or COR.
Failure to remedy as required will lead to a 2nd defect.
2.2 PERIODIC PROGRESS MEETINGS
The CO, COR, other government personnel as appropriate, and the contractor, also known as the Multi-
Functional Team (MFT), shall periodically meet to discuss the contractor’s performance. The following issues shall be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
MFT meetings shall occur in November before the Winter season, and also in April before the Summer season, at a minimum.
3 RESERVED
4 GENERAL INFORMATION
4.1. SPILL RESPONSE
The contractor shall always maintain spill control material on hand sufficient to contain a worst-case spill, both volume and hazard level. Care will be taken to minimize or avoid fuel spills when refueling equipment. If a fuel spill does occur, it shall be reported immediately to Security Police 315-330-2961. The fuel spill will be contained and cleaned up immediately upon notification.
4.2 RECOGNIZED HOLIDAYS (APPLICABLE ONLY TO GROUNDS MAINTENANCE)
The contractor is not required to provide service on federal holidays, except in emergency situations. The holidays are as follows:

If these holidays fall on Saturday, the preceding Friday will be the observed holiday. If these holidays fall on Sunday, the following Monday will be the observed holiday. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.3 SITE CLOSURES (APPLICABLE ONLY TO GROUNDS MAINTENANCE)
In addition to the federal holidays identified above, the AFRL/RI Site Director may limit access due to emergency conditions. These conditions may include inclement weather conditions, power outages, and/or other emergency situations. The Director will announce through public channels whether delayed reporting or closure of
AFRL/RI facilities due to emergency conditions. This announcement is made solely for safety and security purposes and to inform all personnel (Government and contractor) of site closure/delayed reporting. The Director is not authorizing time off for contractor employees and is not authorizing payment for work not performed.
Contractors shall take all appropriate actions to notify their employees of closure/delayed reporting and make alternate work/schedule arrangements, if necessary.
The above applies to emergency situations only. Facilities will remain open for contractor personnel during unscheduled federal closures (e.g., National Day of Mourning) or other instances where Government employees are granted administrative leave in non-emergency situations. Work scheduled but not accomplished because of site closure will be accomplished as soon as possible after reopening the site.
4.4 SECURITY
4.4.1. VISIT REQUESTS
The Visit Request and facility access shall be coordinated with the COR electronically via DBIDS. If the individual is not a US citizen, they will not be allowed within the complex or facilities. If the individual is not a US citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, the Security Forces will need to see either one. No foreign national workers are allowed at AFRL/RI.
4.4.2. CONTRACTOR POINT OF CONTACT (POC)
The contractor’s phone number and a Project Leader or Supervisor/Foreman contact number shall be provided for use by the Law Enforcement Desk Sergeant. The 24-hour Desk Sergeant can be reached at 330-2961.
4.4.3. BUILDING ACCESS
All facilities are entered using a proximity entry badge. Any personnel such as Supervisor/Foreman or
Project Leaders who may need building access for meetings etc., during the contract period, can acquire a Local contractor Entry Badge from the Security Office located in the lobby of Building 3, West Wing with a valid visit request. This badge will be always worn and will be returned to the COR upon completion of the final inspection and acceptance of work. Any badges lost during the period of work will be reported to the Security Office as soon as possible.
4.4.4. ACCESS CONTROL
Access to AFRL/RI is controlled by a main gate on Brooks Rd. Identification for the contractor to enter with a vehicle will be on an access list supported by the magnetic media entry badge issued. All contractor personnel will have REAL ID compliant identification for entry onto the installation and sites maintained under this contract.
4.4.5. RESERVED
4.4.6. COMMERCIAL VEHICLES
All commercial vehicles are searched prior to entry into AFRL/RI. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the main gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through the Security Forces. No vehicles (other than mowers) are allowed within 25 meters (80 ft.) of the
Information Directorate.
4.4.7. POSTED SIGNAGE
All contractor personnel will be aware that the AFRL/RI is property of the United States Air Force, and they will follow all posted signage.
4.4.8. EMERGENCIES REQUIRING EVACUATION
Contractor personnel will be notified by AFRL/RI Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.
4.4.9. PHOTOGRAPHY AND VIDEOGRAPHY
Photography and videography of AFRL/RI facilities and surroundings is strictly prohibited.
4.4.10. CONTRACTOR/EMPLOYEE SITE PASS AND IDENTIFICATION
The contractor shall comply with all requirements and procedures IAW AFFARS 5352.242-9000, contractor Access to Air Force Installations. All required documentation shall be submitted at the pre-performance conference.
4.5 TRAFFIC LAWS
The contractor and its employees shall comply with all site traffic regulations.
4.6 WEAPONS, FIREARMS, AND AMMUNITION
Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while on the AFRL/RI.
4.7 PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY
Services requirements under this PWS are not essential to be performed during a declared crisis. Any part may be suspended by direction of the COR or CO.
4.8 GOVERNMENT INTERFACE
Do not interfere with regularly scheduled government operational activities in the performance of contract requirements. In the event a government supervisor so requests, temporarily cease work in the area and report the instructions, to include the name of the government person involved, to the CO immediately by the most expedient means. Notify the CO verbally of disputes with customers or other base contractors and follow-up in writing.
4.9 SAFETY
The contractor shall comply with all applicable Occupational Safety and Health Administration (OSHA) standards, federal, state, and local laws, regulations, and requirements regarding worker safety while performing on the AFRL/RI. Compliance shall also include the following industry standards concerning worker safety and personal protective equipment. The contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities, and equipment.
4.9.1. SPECIFIC SITE REQUIREMENTS
4.9.1.1. Written Safety Program
Maintain a written Safety Program, as required by OSHA, and make said plan available for review by the
Government upon request by the CO.
4.9.1.2. Mishaps
In the event of a mishap during the performance of this contract on AFRL/RI premises, the contractor shall notify the CO in an expeditious manner.
4.9.1.3. Mishap Documentation Requirement
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time, and exact location of accident/incident
c. Brief Narrative of accident/incident (events leading to accident/incident)
d. Cause of accident/incident (if known)
e. Estimated cost of accident/incident (material and labor to replace/repair)
f. Nomenclature of equipment and personnel involved in accident/incident.
g. Corrective Actions (taken or proposed)
h. Other pertinent information
4.10 EQUIPMENT OPERATORS
Equipment operators must possess current and appropriate operator license or certificate for the equipment utilized.
4.11 WORKMANSHIP
All work shall be performed by qualified, experienced contractor personnel.
4.12 TOOLS
All tools shall be furnished by the contractor.
4.13 CONTRACT MANAGER
The contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during work hours. The contract manager or alternate shall be available (within 1 hour) during normal duty hours to meet on the site with Government personnel designated by the CO to discuss problem areas. The contractor shall provide the CO with telephone number(s) where validation results and complaints can be reported.
The contractor shall also provide the COR with the names and phone numbers of contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.
4.14 PERSONNEL
Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract.
The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
