About this file

This is a bid letter example from the Massachusetts State Lottery Commission soliciting annuity bids to fund guaranteed periodic prizes. The Lottery is requesting two certain and life thereafter annuity bids with a one-year deferral for two grand prizes associated with "$100 A Week for Life" lottery games. The prize winners are Jessica M. Wood (born 12/9/1987, prize amount $5,200, anniversary date 3/3/2026) and Christine A. Miller (born 8/12/1951, prize amount $5,200, anniversary date 3/6/2026). Pre-qualified insurance firms must submit sealed bids containing individual annuity premiums by 2:00 p.m. on Wednesday, July 9, 2025, to the Massachusetts State Lottery Commission, 150 Mount Vernon Street, Suite 300, Dorchester, MA 02125. Bids must be clearly marked with the RFR number and prize name on the outermost envelope, submitted in FedEx or UPS shipping containers, and delivered in hard copy form only; no faxed or electronic responses will be accepted. Bid opening will occur in a public forum immediately following the due date and time, with the winning firm to be notified by phone and receiving written confirmation within one week.

The successful bidder will be selected based on the lowest submitted bid for the individual premium costs. Each winner is guaranteed a minimum of 19 payments in addition to the first payment already distributed by the Lottery from its proceeds. The winning insurance company will receive payment via electronic funds transfer within ten business days of award and is responsible for making annual EFT payments to the Lottery's designated account, which will subsequently distribute funds to the prize winners. Inquiries regarding the bid may be directed to Christine Wilson, Senior Accountant, at (781) 849-5605 or in writing to the Lottery Commission address listed above. The Lottery reserves the right to withdraw the request for bids at any time.

You are invited to submit a total of two (2) certain and life thereafter annuity bids with a one (1) year deferral for the two (2) grand prizes awarded for both “$100 A Week for Life” prizes. The prize winners’ information and amounts won are:

$100 A Week for Life

The successful bidder who submits the lowest bid will be chosen by the Lottery (see the “Annuity Bid Form” attached hereto).

The first payment to the winner has been made by the Lottery, from Lottery proceeds and should not be considered part of this bid. The remaining payments, taking into account the winner’s life expectancy, will be made to the Lottery by the insurance company on or about the anniversary of the original claim date (as shown above). The Lottery will, in turn, pay the prize winner. The winner shall receive a guaranteed minimum of 19 payments in addition to the first payment that the winner has already received.

General Requirements

Pre-qualified firms must submit bids for the individual annuity premiums listed on the “Annuity Bid Form” attached. Additionally, the form must be signed and dated by an authorized representative of your firm. In the event you are the low bidder, payment for the life premiums will be based on the submitted bid and will be directed to your firm’s bank via EFT within ten (10) business days following the award. The winning firm will EFT the annual payments to the Lottery’s designated account.

Bid Preparation and Due Date:

The bid proposal must include a cost for the individual premium and be signed by an authorized representative of the firm.

Bids must be sealed in an envelope and received at Lottery Headquarters, 150 Mount Vernon Street, Suite 300, Dorchester, MA 02125 by 2:00 p.m. Wednesday, July 9, 2025. Envelopes containing the bids must be clearly marked, Annuity Bid RFR LOT 2109 #7 – $100 A Week for Life and $100 A Week for Life. The Lottery reserves the right to withdraw this request for bids at any time.

BIDS MUST BE CLEARLY MARKED ON THE OUTERMOST ENVELOPE

Mail or personal delivery of bids in sealed, hard copy form is required. No faxed or electronic responses will be accepted.

Immediately following the bid due date and time, authorized representatives of the Lottery will open and record each bid in a public forum.
