About this file

This is the Invest in Massachusetts Data Form, a mandatory attachment for the Massachusetts State Lottery Commission's RFQ 2602 for pre-qualified insurance companies to submit lifetime annuity bids for lottery grand prizes. Bidders must complete all sections of the form, which requires submission of business information, contact details, and certification regarding work performed in Massachusetts. The form poses three key inquiries: whether at least 50 percent or more of work-hours will be performed in Massachusetts, the number of jobs created or preserved in the state as a result of the contract, and the specific Massachusetts locations where those jobs will be based. The Phase I pre-qualification deadline is March 30, 2026, at 10:00 AM EST, with bidder questions due by March 2, 2026. Qualified bidders must meet minimum financial and licensing requirements including an AM BEST rating of A- or better, at least $100 million in capital and surplus, and appropriate Massachusetts business licensure. Successful bidders will enter into five-year initial contracts with options for two additional one-year extensions, for a maximum contract term of seven years, with rolling enrollment open through June 30, 2033.

Bidders who answer affirmatively to the first inquiry regarding Massachusetts work-hours must provide a signed certification committing that 50 percent or more of work-hours will be performed in Massachusetts. This commitment becomes an essential contractual obligation written into any formal agreement awarded by the Massachusetts State Treasury. While participation in the Invest in Massachusetts program is optional and not a formal set-aside designation, completion of this form is mandatory for all bidders. The procurement structure involves a two-phase process with Phase I pre-qualification responses followed by sealed competitive bids submitted on an as-needed basis for individual annuity contracts. In Fiscal Year 2025, one annuity bid opening funded two lifetime prizes with aggregated guaranteed prize liability of $208,000 and total premium cost of $158,922, providing a baseline for anticipated contract values, though future bid amounts will vary based on individual prize structures and lottery winner demographics. No incumbent vendors or current contractors are identified in the procurement documents.
