About this file
This is a Request for Proposals (RFP) document from the Florida Department of Juvenile Justice (DJJ) soliciting a comprehensive residential program for moderate-risk females aged 12 to 18 years old. The program will operate 28 beds and provide Mental Health Overlay Services (MHOS) and/or Substance Abuse Treatment Overlay Services (SAOS), along with innovative delinquency programming, academic services, career and technical education, recreation therapy, and transition support services. The facility will be located at 950 SW Greenville Hills Road in Greenville, Florida (Circuit 3, Northwest region), or at a respondent-owned or leased location within Florida. A mandatory site visit is scheduled for October 20, 2025, with proposals due on November 19, 2025. The contract will commence on September 1, 2026, and continue through August 31, 2029, with potential renewal options available. The Department intends to award a single contract based on funding availability and service needs.
Respondents must demonstrate financial viability through detailed budget documentation and comply with a maximum per diem rate of $322.92 for filled beds and $302.92 for unfilled beds. Direct care staff must have a minimum starting hourly rate of $19. Set-asides and preference designations for tie-breaking include certifications for Drug Free Workplace, Certified Minority Business Enterprise (CMBE), Service Disabled Veteran's Business Enterprise, and Florida-based businesses. Respondents are required to submit a Certified Minority Business Subcontracting Utilization Plan. Providers must meet specific staffing requirements and maintain 24/7 youth supervision capability while integrating with the Department's Electronic Health Record (EHR) system. The solicitation emphasizes evidence-based practices, trauma-responsive care, and a holistic approach to youth development focused on reducing recidivism and supporting successful community reintegration.
