Initial pricing proposals must be submitted on Attachment JA5 using the format of dollars per kilowatt-hour ($/kWh), not exceeding five decimal places, and offerors must bid the total line-item quantity for selected CLINs. Following initial evaluation, the Government intends to conduct discussions with competitive range offerors and subsequently request final price proposals through a future amendment.

Required proposal components include: completed SF 1449 and all SF 30 amendments; evidence of responsibility (12 months of recent electricity supply experience, transmission service agreements, and state regulatory authorization); three past performance references from retail electricity contracts held for at least 12 continuous months in the past two years; a four-page maximum technical capability narrative addressing personnel, contingency plans, and account management procedures; small business participation commitment; authorized negotiator information; subcontracting plan or certification of no subcontracting opportunities; and federal representations and certifications including FAR 52.209-7, FAR 52.209-12 (tax certification for contracts exceeding $7 million), and DFARS provisions regarding covered defense telecommunications equipment.
