Executive Summary The 2024 Alaska Location Factors are calculated with the same methodology as in previous years. The location factors take into consideration the size of facilities, sitework, and a provision for changing soil conditions as well as location‐sensitive variables to develop the location factors.

The big drivers of changes in the 2024 Alaska Location Factors are the fuel costs for moving freight, labor shortages, and lack of competition in rural locations. A column has been added to the Matrix to address the effects of labor shortages and lack of competition. This continues from 2022 as costs continue to rise.

Southeast Alaska has a large amount of construction activity and construction in this region may experience costs higher than the area factors predict in the next 18 months.

Fort Yukon suffered a FEMA scale flood event that destroyed its gravel site. It is currently having to barge in gravel from other locations. This amounts to a greater than 10‐fold increase in fill and aggregate costs. It results in the single biggest increase in area factors for Alaska.

Team and Key personnel Estimations, Inc. is a construction cost‐estimating firm located in Anchorage, Alaska. Their staff Jay Lavoie, principal and senior estimator, along with Robert Sythe, senior estimator, compiled and analyzed the data to produce the Alaska Location Factors included in this report. The information was gathered and synthesized from September 2023 through December 2023. This work was produced with support from AESUS Design

Group and the Alaska Native Tribal Health Consortium (ANTHC).

Purpose of Report The Facilities Budget Estimating System (FBES) is used by the Indian Health Service (IHS) to establish budgets for projects on a facility replacement priority list, including early construction cost estimates. AESUS Design Group , LLC was contracted by IHS to update the FBES web‐based application. AESUS Design Group, LLC in turn contracted with Estimations, Inc. to develop location factors for 37 locations throughout Alaska for use in the overall FBES.

Basis of Analysis The general process of developing the Alaska Location Factors was to produce three base construction cost estimates for clinics of varying sizes (small, midsized, and large). Three actual clinics were used and their details are modified to fit Anchorage conditions. These base clinics’ square foot costs were then used to establish a base cost for each of the areas on the 37‐clinic list. These base clinics’ costs were then modified by numerous factors to produce an estimated cost of a clinic at each of the 37 locations. The factors utilized are described in detail below. The estimated cost of the clinics is compared to the Anchorage clinic (Clinic location Estimate divided by Anchorage cost) = the “Anchorage Based Location Factor”. The Anchorage Based Location Factor is then modified, by Core Logic’s Marshall and Swift area factor, to develop area factors based on a national average. The Marshall and Swift area factor for Anchorage is 1.24 (November 2023, Class D from Section 99

Page 6).

Page 2 of 1872024 FBES Alaska Area Factors Page 2 of 187

To verify that there is good alignment with the national area factors, the cost for Anchorage needed to be favorably compared to a national base cost and a Marshall and Swift area factor. The Anchorage clinic cost is

$568/SF. The RS Means national average is $462/SF (10,000 SF Steel Framed Face Brick and Concrete Block with

1 Elevator), escalated by 1.24 (the Marshall & Swift area factor) calculates to $572/SF. That is a 1 % difference and a very reasonable comparison for this level of estimating.

The following is a list of the modifiers used at each of the facility locations to supplement the base cost to produce accurate estimates of the clinic construction at each location.

(1) Energy costs in Alaska: They are typically significantly higher than national averages. The building envelope, mechanical system, and electrical system costs were adjusted to reflect levels of insulation, efficiency, and performance required for sustainable facilities. The state of Alaska has two climate zones as defined by the U.S. Department of Energy’s Building Energy Codes Program. Both zones (7 & 8) require U‐values of 0.064 for exterior walls. Roofs in zone 7 require U‐values of 0.063 and those in zone 8 require a U‐value of 0.048. Previous experience is that most designs incorporate significantly higher insulation levels than this standard. For the base estimate, the actual clinic designs with U‐values in the range of 0.026‐

0.033 were used. This complied with ASHRAE design standards.

(2) Communities not on the road system: Equipment such as cranes, loaders, dump trucks, pile drivers, etc. are typically not available locally. Included in mobilization costs were shipping to the community, lease costs which reflect the seasonal shipping window for the community, and delays related to no locally available parts or service facilities. These have been included in Appendix 7 – Construction Equipment.

(3) Communities in locations with discontinuous or continuous permafrost: Included costs associated with active cooling of foundation systems or other climate change related foundation stabilization requirements. Addresses other typical building construction costs associated with constructing on permafrost, including arctic water & sewer service, elevated building entrance, heated utility space under the 1st floor, managing storm water run‐off, etc. By using actual Alaska‐designed projects, the building‐related concerns have been accounted for. Information provided by ANTHC for the appropriate type of foundations and utilities was relied upon. Three types of foundations were used. They were piling supported, Posts and Pads, and conventional concrete foundations. The cost of the type of foundation utilized in each area factor development is shown in Appendix 2 – Location Matrix.

(4) Public water and sewer: Data provided by ANTHC shows the locations being analyzed, as all have community water and sewer systems. Where actual data was not available, fourteen typical clinic design documents were quantified and a typical distance of 100 LF for utility length was determined. For utility cost development, see Appendix 12 ‐ Sitework and Utilities.

(5) Capacity to reliably deliver a large fire flow: Small community water utilities, which do not serve the majority of the population with piped water and sewer, typically do not have the capacity to reliably deliver a large fire flow. For communities of less than 10,000 people and without the majority of the community on piped water and sewer, it was assumed that fire sprinkler service will require a fire water storage tank and associated appurtenances such as insulated / elevated foundation, fire pump, and yard piping. It was found that only Bethel of all the analyzed sites did not meet the fire flow requirements. For costs associated with this modifier, see Appendix 2 – Location Matrix.

Page 3 of 1872024 FBES Alaska Area Factors Page 3 of 187

(6) Freight impact: While some communities only have seasonal barge service, this imposes additional costs associated with logistics. Freight costs were developed to address these shipping impacts.

The methods to transport materials and equipment to each site were researched and documented.

All of the analyzed sites can be reached by surface transportation (barge or roadway). The cost for multiple freight methods where required were included. An example is trucking to Nenana has to be transferred to a barge to reach Fort Yukon. See Appendix 4 – Surface Freight Rates.

(7) Cost of room & board: The majority of rural communities in Alaska do not have sufficient locally available skilled tradesmen. Room and board costs for construction crews, inspectors, technicians, engineers and managers were included. The GSA published Per Diem Rates to account for room and board costs at the various locations were relied upon. Appendix 8 – Per Diem Rates show the rates.

(8) Cost of travel: Identified and included the costs associated with moving construction crews, inspectors, technicians, engineers, managers, etc. to the project location. Travel time & the cost of transportation were included. Air transportation is used for a majority of the crew transportation. Locations on the road system are the exception and, in those locations, vehicle transportation was used. Roadway vehicle transportation has been estimated based on Estimations’ experience. Appendix 6 – Air Fares is a table of the air fare costs and the sources.

(9) Weather‐related costs: Alaska has a very short summer construction season. Labor costs were adjusted to reflect work performed at low temperatures and during inclement weather.

Included mitigation work such as temporary work enclosures, heating of workspaces during construction, and impacts on shipping and storage. Storage and construction protection was accounted for in the basic estimated general requirements. Appendix 2 ‐ Location Matrix has a column showing the estimated days of lost productivity from weather and its associated cost.

(10) Hire‐related costs: A necessary element of rural Alaskan construction is to prepare the community with the necessary skills to perform maintenance and repairs to the maximum extent possible. Where possible, local workers are trained and employed. Costs associated with local hire recruitment, training, and deployment were developed. Appendix 2 ‐ Location Matrix has a column showing the estimated percent of local hires and the associated productivity of these employees. From this information, a cost based on the total labor cost was calculated.

(11) General Contractor Overhead & Profit, Bond, and Insurance: Because of significant employee turnover, weather, and logistics‐related risks; projects in rural Alaska typically have significantly higher margins. Location‐relevant GC O&P, Bonding & Insurance were included. These are based on Estimations’ experience estimating in Alaska. Appendix 2 ‐ Location Matrix has a column showing the percent of general requirements, overhead, and profit.
