About this file

This document is a FEDLINK Lot 3 Lease Plan Requirements form used by federal agencies to submit specifications for leasing books and media through the Library of Congress FEDLINK program. Agencies complete the form to establish firm-fixed price lease orders with selected vendors, with the possibility to exercise option years.

The form requires agencies to provide member information including FEDLINK ID, agency name, contact details, and shipping address, along with an anticipated dollar value for book purchases. For each lease plan, agencies must specify the material format (books with binding types, audiobooks on CD, or DVDs), content type (general variety, fiction, non-fiction, or specific genres), and target audience (general, adult, young adult, or children). Additional plan specifications include the number of titles per year, selection type (by title, list type such as New York Times, popularity metrics, or multi-tiered approach), and selection frequency (weekly or monthly). Agencies may indicate whether an option to purchase items exists at a reduced price upon lease termination and whether ordering will be web-based or multi-tiered. Physical processing requirements can be selected from options including polyester book jackets for hardcovers, laminate protectors for paperbacks, spine labels, barcode labels, DVD/CD cases (commercial, durable, or heavy duty), DVD/CD artwork, and catalog records with specific classification requirements. Completed forms must be emailed to FEDLINKbooks@loc.gov with a subject line referencing the FEDLINK ID and "book requirements."

FEDLINK Lot 3 - Lease Plan Requirements

INSTRUCTIONS FOR LEASING BOOKS & MEDIA VIA FEDLINK

This form is for submitting information about your agency’s requirements for Lease Plans. Customer leases publications from the supplier instead of buying them, and retains an option to purchase items at a reduced price when the term of the lease is over. The leasing plan is a mechanism for a library to expand the resources available to its users by obtaining popular titles as needed, without having to buy multiple copies for the permanent collection.

Leasing also extends the shelf life of heavily used titles.
