TIGER-OR Summary
As part of the Transition into Graduation through Enhanced Resilience Operations Research (TIGER-OR) project, the Rapid Feedback Monitoring, Evaluation, Research, and Learning (RF MERL) Consortium is partnering with USAID/Ethiopia to conduct mixed methods research to generate evidence to support adaptations to integrated social protection programs, such as the Ethiopian Public Safety Net Program and Community-Based Health Insurance Program. This process relies heavily on the principles of co-creation, bringing together a wide group of stakeholders to craft an approach that is tailored to each of the 2-4 pilot woredas where TIGER-OR will be implemented. It will draw on diverse expertise, recognizing that durable integration opportunities must be flexible, inclusive, and be of benefit to a number of stakeholders to be sustainable. To be successful, global knowledge with be combined with local context, with the end goal of more sustainable, scalable interventions that produce better outcomes for the beneficiaries of social protection programs.
There are three key components of the TIGER-OR design, each of which contributes to co-creation in its own unique way:
1. TIGER-OR networks: Multiple communities of policymakers at the federal and woreda levels come together periodically to co-design integration interventions and share their experiences of integration implementation. The policymakers’ collaboration will result in practical solutions to integration that are context-specific, sustainable, and scalable over the long term.
2. Integration coaches: Coaches will serve as local-level facilitators of the TIGER-OR activities, guiding the selection and co-design of the integration interventions and supporting implementation. They will work directly with woreda officials to build the relationships necessary to gain the trust of local stakeholders and help tailor integration interventions to the local context through their understanding of the unique dynamics of each pilot woreda.
3. Integration interventions menu: The integration interventions menu is a “living framework” of integration interventions, systematically organized into a table and classified according to broader characteristics. It includes examples and descriptions of integration interventions that could be implemented in pilot woredas. It will serve as a tool for stakeholders to use in deciding on the appropriate integration intervention to implement in their woreda according to their community’s needs, goals, capacities, and available resources.
