Target species are eight invasive vegetation types designated as noxious weeds under Illinois Administrative Code. Control methods include hand grubbing and pulling (with bagged removal), herbicide application, and rototilling if necessary. The contractor must submit a work plan for Contracting Officer approval prior to work commencement, including a progress schedule and emergency contact information. All work must be performed Monday through Friday, 7:00 A.M. to 3:30 P.M., with coordination required for facility access and airport operations. The contractor is responsible for maintaining detailed herbicide use records, ensuring safety compliance, keeping mixing and loading sites at least 200 feet from sensitive areas, and providing a one-year warranty on target species control effectiveness following project acceptance. The contractor must also comply with Material Safety Data Sheet requirements and obtain approval for all mixing, loading, and equipment cleaning sites from the Contracting Officer.

STATEMENT OF WORK FOR WEED CONTROL
FEDERAL AVIATION ADMINISTRATION
O’HARE, MIDWAY AND DUPAGE FACILITIES
1.0 Purpose
The purpose of this Scope of Work is to obtain weed control services at the following three Chicago District facilities:
a. Midway Areas Facilities includes but are not limited to the following areas. Midway Airport, Chicago Heights, Joliet Airport, New Lenox, and Lewis Airport, Downers Grove, and Midway Tower. Radar Facilities: Crestwood, Joliet, Tinley Park, and McCook TDWR.
b. O’Hare Areas Facilities includes but are not limited to the following areas. O’Hare Airport, Bensenville, Des Plaines, Elk Grove Village, Elmhurst, Franklin Park, Itasca, Norridge, Rosemont, Park Ridge, and Schiller Park.
c. DuPage Area Facilities includes but are not limited to the following areas. West Chicago, Waukegan, Wheeling, and Palwuakee.
The FAA reserves the right to add or remove facilities via mutual agreement with the contractor.
The areas include facility and equipment plots, roads, fence lines, etc., at a large number of facilities identified separately in Attachment 1, 2 and 3 of the statement of work. The facility areas are located throughout the Chicago District, both on and off airport property.
2.0 General Requirements
The Contractor must furnish all labor, supervision, equipment, and materials necessary to provide weed control services in accordance with the requirements specified herein. The Contractor must furnish and apply “bare ground weed control” and provide rights-of-way spraying services during the months of April and May. All operations will be performed pursuant to the FAA Green Procurement Compilation (GPC) website (https://sftool.gov/greenprocurement). As such, the Contractor must use environmentally preferable products and services. These program elements include but are not limited to: products and services that are energy-efficient, water-efficient, bio based, non-ozone depleting, contain recycled-content, and non-toxic or less-toxic alternatives; diversion of non-hazardous waste and construction and demolition debris from landfills, including composting; alternative fuels use and fuel efficient vehicles and equipment, reduced greenhouse gas emissions. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
3.0 Requirements
Requirements Includes the following:
a. Target Species. For the purposes of this Contract, target species must refer to the following invasive vegetation. Target species will require control in accordance with the Work Plan or as directed by the Contracting Officer (CO). Target vegetation means weeds and other vegetation identified as noxious by the Illinois Administrative Code Title 8: Agriculture and Animals, Chapter I: Department of Agriculture, Subchapter f: Noxious Weeds, Part 220 Illinois Noxious Weed Law, Section 220.60 Noxious Weeds. The following plants within the sovereign territory of the State of Illinois are designated and declared as noxious weeds:

1. Marihuana (Cannabis sativa L.);
2. Giant Ragweed (Ambrosia trifida L.) within the corporate limits of cities, Villages and incorporated towns.
3. Common Ragweed (Ambrosia artemisiifolia L.) within the corporate limits of cities, villages, and incorporated towns;
4. Canada Thistle (Cirsium arvense);
5. Perennial Sowthistle (Sonchus arvensis);
6. Musk Thistle (Carduus nutans);
7. Perennial members of the sorghum genus, including johnsongrass
(Sorghum halepense), sorghum almum, and other johnsongrass X sorghum crosses with rhizomes; and
8. Kudzu (Pueraria labata).
b. Hand Grubbing and Pulling. There are very few sites in the project area where this is likely to occur. Should the Contractor encounter such a situation, the Contractor must physically remove the entire individual weed plants, including the roots, by pulling or digging with a shovel, adze or pulaski. Grubbed or pulled plants must be bagged in plastic garbage bags (the bags must be sealed during transportation, to prevent the spreading of the plants or their seed) and taken offsite for disposal.
c. Work Plan. Before starting any work, the Contractor must submit a work plan for approval by the Contracting Officer. The plan must define the work necessary to provide all contract requirements, including target species control, in narrative form.
1. The plan must include a progress schedule. An emergency contact person for the
Contractor must also be listed. Should any part of the plan become unworkable at any time, the Contractor must submit, and receive approval of, a revised plan prior to proceeding with further work.
2. The plan must show the scheduling of all control measures required, including hand weeding, rototilling (if necessary), and noxious vegetation control. Target and unwanted vegetation to be removed (no live top growth or roots) must be identified and listed in the plan.
d. Facility Access. Access to DOT/FAA facilities must be coordinated with the COR and the
Government Representative identified for each facility area (individual points of contact will be identified for each site). Some facilities on airports may not always be readily available due to Air Traffic Operations, which may delay the Contractor. Contractor must ensure advance planning and coordination with the COR and the Government Representative prior to start of any service.
4.0 Work Hours
All work must be performed during regular working hours Monday through Friday 7:00 A.M. through 3:30 P.M. If the Contractor desires to carry on work on Saturday, Sunday, holidays, or outside regular hours, it may submit application to the COR for review.

a. Chicago District facilities are operational twenty-four (24) hours a day, seven (7) days per week for the purpose of controlling live air traffic. It will be necessary for the Contractor to schedule, plan, and coordinate all work with the COR so that normal facility operations are not disrupted. The COR reserves the right to stop work at any time for the following:
1. Wind velocity exceeds ten (10) miles per hour, as to control spray, powder, or granule dust drift.
2. Relative humidity readings are LESS than 25%, limiting spray applications.
3. Precipitation (rain) is expected to be received in quantities sufficient to wash chemicals off target species within three hours of application, or when precipitation is sufficient to cause chemicals to be washed into open water sources.
4. Emergency closures such as fire restrictions.
5. Work activities interfere with facility operations.
b. Services at the O’Hare Airport. Due to Air Traffic Operations some herbicide applications will require nighttime application and must be coordinated through the COR and Government Representative at O’Hare.
5.0 Management
The Contractor must manage the total work effort associated with the weed control services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, report preparation, and quality control. The Contractor must provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices.
6.0 Work Control
The Contractor must implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor must plan and schedule work to assure labor, equipment, and material are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and status reports must be provided when requested by the Government Representatives.
7.0 Herbicides
The Contractor must manage invasive and noxious weeds via the least toxic means available. The Contractor must also use bio-based products (designated Bio Preferred by the U.S. Department of Agriculture). All work must be under the superintendence of a certified, responsible individual, and in accordance with Illinois State and local laws and requirements for herbicide applicators. The Contractor must submit Material Safety Data Sheets meeting the requirements of 29 CFR § 1910.1200(g) and the latest version of Federal Standard No. 313 for all hazardous chemicals to be used.
8.0 Control Methods
The Contractor must utilize only herbicides registered by the Environmental Protection Agency. Use must be in strict compliance with label directions for the control of the target weeds. Herbicides selected, application rates, and application techniques must have the prior approval of the COR.

The Contractor must prepare, submit, and maintain records of herbicide usage when applied. Completed records must be made available upon request for inspection and must be forwarded to the COR with the monthly invoice for each month following the month of operation. Records which are rejected by the COR due to improper preparation must be resubmitted by the Contractor at no additional cost to the Government.
10.0 Continuity of Services.
To ensure continuity of essential services, the successful bidder must be prepared to fully commence work on the start date of this contract and must not assume that Government or previous Contractor employees will be available to guide, direct, or specifically orientate each Contractor employee.
11.0 Availability of Utilities
The Government will furnish the following utility services at existing outlets for use in those facilities provided by the Government and as may be required for the work to be performed under the contract:
potable and non-potable water hygiene facilities service.
1. Utilities specified above will be furnish at no cost to the Contractor.
2. The Contractor must be responsible for instructing employees in utilities conservation practices. Water faucets or valves must be turned off after the required usage has been accomplished. To conserve water, only the minimum quantity of water needed for the required usage must be expended.
12.0 Safety
Chicago District is not responsible for the safety of the Contractor nor any operators or assistants. Safety is the Contractor’s responsibility. The Contractor must provide and maintain work procedures that will safeguard the public and Government personnel, as well as the Contractor’s forces. The Contractor must use reasonable safety procedures and equipment while operating on DOT/FAA properties.
1. The Contractor and all application personnel are required to review, understand, and follow the herbicide container label recommendations, requirements, precautions, and prohibitions.
2. The Contractor must carry and have within easy access during all spraying operations, a label containing the recommendations, precautions, and requirements of any and all of the herbicides being used.
3. Mixing, loading, filling, and equipment cleaning must be done more than 200 feet away from private land (unless the landowner is cooperating in the project), open water or other sensitive resources and be done outside of parking lots or other areas of concentrated public use. The COR, prior to use, must approve all mixing, loading, filling, and equipment cleaning sites.
4. The Contractor must ensure sprayers will be turned off when no target vegetation is present.
5. After completion of the job the contractor is responsible for all cleanup of tools, tanks, and other equipment must be accounted for and removed from FAA property.
6. The Contractor must take reasonable precautions to avoid applying herbicide to the needles, branches and the base of conifer or hardwood seedlings, saplings, and mature trees or any woody shrubs that are growing adjacent to target species.
7. Buffer strips may be designated by the COR during operations to protect rare plants or
Page 5 of 6 Version 1.0, Dated 11/20/2024 water influenced areas. The contractor will ensure that no spraying will occur within these designated buffer strips.
8. The COR will approve in advance sites for the disposal of wastewater used to clean equipment and supplies.
13.0 Warranty
The Contractor must warrant the effectiveness of target species control (for, e.g., soil sterility, unsatisfactory growth) for a period of one year after date of project acceptance.
