About this file

This is an Amendment to Solicitation (Amendment 0001) issued by the Federal Aviation Administration (FAA), Regional Acquisitions office in Fort Worth, Texas, for solicitation 697DCK-26-R-00130 covering weed control services at Chicago O'Hare, Midway, and DuPage facilities. The amendment is effective March 10, 2026, and extends the offer due date to March 16, 2026, at 5:00 PM Central Time. The period of performance for the resulting contract runs from April 1, 2026, through September 30, 2030.

The amendment provides answers to 16 submitted questions and adds supporting documentation including area maps (Attachments J-6, a-f) and updated square footage data for Midway's Special Service Center. Key clarifications address equipment specifications (spray trucks, utility carts, and backpack sprayers permitted off-airfields; spray trucks or utility carts only on airfield locations at Midway and Lewis University Airport), water availability (provided at no cost at 6200 S. Laramie Avenue, Chicago, Illinois, only; contractors must plan for no water at remote locations), debris disposal (facility dumpster available at Midway location; off-site disposal required elsewhere), and fence line maintenance requirements (O'Hare North Air Traffic Control Tower: 1,405 linear feet; South Air Traffic Control Tower: 1,050 linear feet; South ASR: 706 linear feet; no fencing at Midway). The service area consists of graveled/non-grass areas only, with contractors determining appropriate visit frequencies to meet Statement of Work requirements. The previous contract was awarded to Weedpatch Co. for $67,697.56. All other terms and conditions remain unchanged.

QUESTIONS & ANSWERS

SOLICITATION # 697DCK-26-R-00130

WEED CONTROL SERVICES

CHICAGO O’HARE, MIDWAY, & DUPAGE FACILITIES

1. Question: Could you please provide a map or color coded overlay of all the areas at each installation that require weed mitigation? This will show how spread out the areas are or how close together the areas could be?

FAA Response: SIR Amendment 0001 provides available Maps (Attachments J-6, a-d) to illustrate overlay of square footage/grounds to be treated.

2. Question: Is there an area or work space at each location to clean equipment after spraying and also to mix chemicals in my provided containers before application?

FAA Response: Yes. For Midway- The exact spot must be coordinated and approved by the COR/Government Representative and contractor must follow the SPCC Plan and follow all Chicago Department of Aviation (CDA) rules and site requirements.

3. Question: Is it possible to allow the weed spraying equipment (one or two pick up trucks with sprayers mounted on them) parked at one of the locations for safety and security reasons? And to prevent constantly driving through the high traffic areas?

FAA Response: Yes. Parking/staging must be coordinated in advance with the COR/Government Representative and must follow site access and security rules.

4. Question: I might have missed this but what are the insurance requirements for the above contract?

FAA Response: See SIR clauses SA12 (Section A pg.9) and 3.4.1-10 (Section I pg.30) for Insurance requirements.

5. Question: Is there any limits on equipment for spraying. We usually use either trucks with sprayers, utility carts with sprayers and regular backpack sprayers. Will those all be acceptable depending on the locations?

FAA Response: Off the airfields, there are no special limits on equipment type.

Trucks with sprayers, utility carts, and backpack sprayers may be used as needed. On the airfields at Midway and Lewis University Airport, a spray truck or a utility cart is allowed. The contractor must coordinate access and follow all safety, security, and site rules (including CDA rules where they apply).

6. Question: For obtaining water when needed, will the facilities be able to supply water if needed? In section 11.0 is seems that it is available but want to confirm or see if there is a cost.

FAA Response: Per SOW Paragraph 11.0, yes the government will provide water supply at no cost to the contractor. For Midway area sites, water is available at 6200 S.

Laramie Ave., Chicago, IL. There is no water at the remote locations, so the contractor should plan for that.

7. Question: Is there a certain amount of times Aviation wants us to visit or we will determine the amount of times based on the location? For example, when spraying, we usually estimate 2-3 visits for an area to be completely done for the season. So we would put that as our estimated

697DCK-26-R-00130

visits. There is no certain amount of times, we would determine ourselves correct?

FAA Response: The contractor determines the appropriate amount of times to visit locations to ensure requirements of the Statement of Work are met.

8. Question: Invoicing and Payments. Would we invoice per location or per airport group? When we invoice, is it net 30 days or what is the payment turnaround time?

FAA Response: Invoices may be submitted by airport group or collectively. If done collectively, invoice must clearly itemize each groups and associated charge(s).

Payments are made electronically within 30 days of invoice processing. Please see AMS Clause 3.3.1-40 (SIR pg. 49) for additional information. Details for a proper invoice found in paragraph (d) of clause.

9. Question: Since this project is considered bare ground/ ROW spraying, we will only be spraying graveled or NON GRASS areas correct? Or will there be grass/plant areas? This would help us determine if or how much selective and non-selective herbicide to account for.

FAA Response: The service area is graveled/non-grass.

10. Question: Do you have the previous bid tabulations of the last time this went out to bid? Along with that do you have the information of the awarded bid winner?

FAA Response: Previous contract was awarded to Weedpatch Co. with a total value of $67,697.56.

11. Question: Mowable Turf Area- Can the Government confirm the total square footage or acreage of mowable turf areas?

Are there any areas shown on the map that are not to be maintained by the contractor?

FAA Response: There are no mowable turf areas to be maintained by the contractor under this requirement.

12. Question: Landscape Bed Quantities- What is the approximate square footage of mulched beds?

What is the approximate square footage of rock beds requiring herbicide treatment?

FAA Response: This information is not provided. Please refer to Statement of Work and SIR attachments.

13. Question: Fence Line Maintenance- What is the total linear footage of perimeter fencing requiring herbicide application?

Are there any interior fenced areas beyond the cooling tower enclosure requiring treatment?

FAA Response:

O’Hare Facilities- North Air Traffic Control Tower-1405 Ln Ft, South Air Traffic Control Tower- 1050 Ln Ft South ASR -706 Ln Ft.

Midway- None

14. Question: Debris Disposal-

697DCK-24-R-00367

Is there an on-site composting or recycling program currently in place?

If not, is off-site disposal expected for all vegetative debris?

FAA Response: There is no on-site composting or recycling program. A facility dumpster is available at 6200 S. Laramie Ave, Chicago, IL (Midway) for light to medium debris. Debris at other locations would need to be disposed of off-site.

15. Question: What kind of evaluation process will the proposals undergo?

FAA Response: Please see Section M of the Solicitation/SIR for Evaluation Factors for Award.

16. Question: Can you please confirm whether an on-site water source will be available at each FAA location for herbicide mixing and application during each monthly service visit?

FAA Response: Yes, water is available only at 6200 S. Laramie Ave., Chicago, IL (Midway). There is no water at the remote locations.
