About this file

This is a Statement of Work (SOW) for a prototype Other Transaction (OT) Agreement to perform and successfully complete a Medium Unmanned Surface Vessel (MUSV) autonomy and vessel performance test by March 2026.

The contractor must designate a Program Manager accountable for all work and ensure achievement of management, hull, mechanical, electrical, propulsion controller, software, auxiliary support equipment, product support, integration, and budget and schedule objectives. Key requirements include attending a Post Award Conference (PAC) within 30 days of award in the Washington DC Metropolitan Area (less than 6 hours, contractor-covered costs) to discuss test plan detail, schedule, and production vessel solution. The contractor must successfully complete the MUSV Test Event meeting or exceeding all test criteria specified in Attachment J-5, accomplish the test by September 30, 2026, and submit a Test Report (CDRL E001). All testing must begin and end at a Continental United States port. The contractor provides all labor, travel, vessels, test range, material, facilities, tooling, supplies, and equipment necessary for the test, and maintains full responsibility for test USV and support vessel operations, certifications, insurances, relocations, storage, repair, and maintenance. Government representatives require inspection access 14 days before testing, accommodation for six representatives during testing, three at remote command and control stations, and three on chase vessels or the test USV. The contractor must deliver final test plans, procedures, and schedules 14 days before testing and notify the Agreements Officer and Representative 21 days before the test event. Cybersecurity requirements mandate implementation of NIST SP 800-171 Controlled Unclassified Information (CUI) security controls and System Security Plan delivery (CDRL C001), with cyber incident reporting to the Defense Cyber Crimes Center within 15 calendar days of discovery. All deliverables must be maintained throughout the agreement and submitted via DoD SAFE or email in approved formats (Microsoft Word, Excel, PowerPoint, or native engineering/test data formats).

5. Cybersecurity Support and Physical Security

CDRL Deliverables: C001 – Contractor’s Systems Security Plan

5.1. The Contractor shall fully implement the CUI Security Requirements and associated Relevant Security

Controls in NIST Special Publication 800-171 (Rev. 1) (NIST SP 800-171) or establish an SSP and POAM that varies from NIST 800-171 in accordance with the terms of the Agreement for all covered contractor information systems affecting this contract.

6. System Security Plan

6.1. The Contractor shall complete and deliver a System Security Plan in accordance with CDRL C001

6.2. The Contractor shall, within fifteen (15) calendar days of discovering a cyber incident (inclusive of the 72-hour reporting period), deliver all data used in performance of the contract that the Contractor determines is impacted by the incident and begin assessment of potential warfighter/program impact.

6.3. Incident data shall be delivered in accordance with the Department of Defense Cyber Crimes Center (DC3) Instructions for Submitting Media available at:

http://www.acq.osd.mil/dpap/dars/pgi/docs/Instructions_for_Submitting_Media.docx.

6.4. If the Contractor subsequently identifies data not previously delivered to DC3, then the Contractor shall immediately notify the Agreements Officer in writing and shall deliver the incident data within ten (10) calendar days of identification. In such a case, the Contractor may request a delivery date later than ten (10) calendar days after identification. The Agreements Officer will approve or disapprove the request after coordination with DC3.

6.5. In the event of a cyber incident or at any time the Government indicates a vulnerability or potential vulnerability, the Contractor shall cooperate with the Naval Criminal Investigative Service (NCIS), which may include cooperation related to: threat indicators; pre-determined incident information derived from the Contractor’s infrastructure systems; and the continuous provision of all Contractor, subcontractor or vendor logs that show network activity, including additional logs the contractor, subcontractor or vendor agrees to initiate as a result of the cyber incident or notice of actual or potential vulnerability.
