About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency (DLA) to procure a software solution from Pryze App Inc. The requirement is for a web-based platform designed to drive measurable behavior change by increasing completion rates of mission-critical actions such as trainings, compliance acknowledgments, and onboarding workflows. The platform uses a proprietary AI-powered rules engine that integrates with existing systems like ServiceNow to recognize user behaviors, award points or rewards, and provide leadership insights.
The acquisition is being pursued under 10 U.S.C. 2304(c)(1) as Pryze App Inc. is considered the only source capable of providing the specific software support needed. The total estimated contract value includes a base year and three optional Contract Line Item Numbers (CLINs). The solicitation will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP) on SAM.gov with the number SP4701-25-R-0010. DLA conducted market research in August 2025 and determined no competitor products currently exist that can meet their specific requirements, thereby justifying the sole-source procurement.

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL
AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements.”
Pryze app support is a brand name product of Pryze App Inc. No other firm can provide this brand name product due to the proprietary nature of the support. Use of this brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company. Furthermore, a brand name item peculiar to Pryze App Inc. is essential to the Government’s requirement because other products do not meet or cannot be modified to meet the Agency’s needs without assuming unnecessary operational risks. Pryze App Inc. is the only provider of the required Pryze support.
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF ACQUISITION REQUIRES USE OF CITED AUTHORITY:
Pryze is a web-based platform purpose-built to drive measurable behavior change by increasing completion rates of mission-critical actions such as required trainings, compliance acknowledgments, and onboarding workflows. Our platform is designed to operate seamlessly across departments and user types, supporting hybrid, in-office, and remote teams. Through a centralized and intuitive interface, Pryze enables administrators to define specific goals and track individual and collective progress toward those goals, without the need for manual follow-up or workflow disruption.
This positions Pryze as a strategic tool to support DLA’s operational efficiency and modernization objectives. There are no resellers to the Pryze platform.
Unlike traditional engagement platforms or static recognition tools, Pryze leverages a proprietary AI-powered rules engine that detects when predefined goals are completed within or across existing systems of record. This includes integrations with platforms such as ServiceNow and other enterprise systems, allowing the Pryze platform to recognize user behavior in real time and award recognition, points, or rewards accordingly. The AI engine also identifies patterns in user engagement, surfacing insights that help leaders optimize participation, reduce attrition in training and onboarding pipelines, and improve compliance outcomes. This advanced automation, combined with cross-system tracking and real-time reporting, distinguishes Pryze from more limited or manual solutions. The Pryze platform’s ease of integration with DLA’s primary digital front-end, ServiceNow platform, along with the automated capabilities through Pryze’s AI engine are unique among other recognition and engagement platforms on the market and contribute significantly to the determination that Pryze best meets DLA’s requirements.
Pryze is built with scalability, configurability, and security in mind—essential qualities for supporting large agencies like the Defense Logistics Agency. Pryze’ platform has demonstrated success in high-compliance environments and is adaptable to a wide range of use cases and policy frameworks. By awarding this contract to Pryze, DLA would gain access to a proven, future-ready platform that facilitates performance management, enhances user accountability, and provides leadership with actionable data. Pryze offers a streamlined implementation process, flexible integration options, and ongoing support to ensure alignment with mission objectives and long-term success. Awarding this contract to Pryze means selecting a solution that is purpose-built for behavioral outcomes, future-ready with AI intelligence, and proven in high-compliance environments.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

The requirement will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP): SP4701-25-R-0010 via the federal business opportunities section of the www.SAM.gov system. All responsible vendors will be afforded an opportunity to submit an offer.

CUI
Source Selection Information – See FAR 2.101 & 3.104 practicable. Proposals will be analyzed in accordance with FAR 15.404-1. It is anticipated that the Government will use various price analysis techniques including, but not limited to: (1) Comparison of proposed prices received in response to the solicitation; (2) Comparison of proposed prices with competitive published price lists; (3) Comparison of proposed prices with the Independent Government Cost Estimate; and/or (4) Comparison of proposed prices obtained through market research for the same or similar items.
8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS:
Based on current market research conducted in August 2025 via a Sources Sought announcement posted to the www.SAM.gov System, a determination has been made that only the aforementioned product and/or product support from Pryze App Inc., can fully support the Government’s needs. This requirement is for proprietary products and/or product support and no competitor functional replacement products currently exist in the market to meet the Government's needs. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, i.e., there are similar products and/or product support in the marketplace that provide the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system. Consequently, the requirement will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP) posted to the www.SAM.gov System. DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA always uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition. No other sources have demonstrated the capability necessary to provide the subscription software at this time.
