Industry Day Notice/Request for Information (RFI) for the Ocean Floor Mapping with Long-Endurance Unmanned Systems Services for Naval Oceanographic Office

(NAVOCEANO)

This is an Industry Day Notice/Request for Information (RFI) in anticipation of a potential future procurement program under NAICS code 541990 - All Other Professional, Scientific, and Technical Services. Subject to

FAR Clause 52.215-3, entitled Request for Information or Solicitation for Planning Purposes, this announcement constitutes a RFI for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This Industry Day Notice/RFI is not to be construed in any way as a commitment by the U.S. Government, nor will the U.S. Government pay for the information submitted in response.

BACKGROUND:

The Naval Oceanographic Office (NAVOCEANO) collects, processes, and databases a wide variety of high-resolution, ocean floor mapping data. While a primary purpose is to support Safety of Navigation (SoN) for

Fleet operations, the data are also utilized in a variety of other products that provide improved situation awareness for the Fleet.

The US Navy has a need globally for additional ocean floor mapping data in many ocean regions but does not possess the capacity to collect the data using the current portfolio of survey platforms. This request aims to enhance the mission effectiveness by shifting tasks traditionally performed by government-owned, manned platforms, to obtaining services that incorporate contractor-owned long-endurance Unmanned Surface Vehicles

(USV).

The support required under this anticipated procurement is included in the Requirement Criteria.

INDUSTRY DAY SUBMISSION REQUIREMENTS:

NAVSUP FLC Norfolk is sponsoring an unclassified Pre-Solicitation Conference (Industry Day) conducted by

NAVSUP FLCN for a contract that will provide the Ocean Floor Mapping with Long-Endurance Unmanned

Systems Services. The purpose of the event is to inform industry of program requirements, anticipated acquisition strategy, competition timeline, and to provide a networking opportunity.

The conference will be held virtually on 11 March 2026 from 10:00 AM to approximately 02:00 PM EST.

Meeting will start at 09:30AM EST to allow for registration. Each company will be limited to two (2) attendees.

To attend the industry day, vendors must respond to the RFI and register by emailing Borui Tang at borui.z.tang.civ@us.navy.mil and Joseph Caltagirone at joseph.p.caltagirone3.civ@us.navy.mil no later than

04:00 PM EST 4 March 2026 to provide attendee information required in Attachment II – Attendee Visit

Request. Each company shall register no more than two (2) employees.

mailto:borui.z.tang.civ@us.navy.mil

Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12-point font.

NOTE: Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results and the U.S. Government is NOT required to answer any questions submitted in regards to this RFI.
