About this file
This is a Statement of Objectives (SOO) for ocean floor mapping services using long-endurance unmanned systems for the Naval Oceanographic Office (NAVOCEANO). The Navy seeks contractor-owned, long-endurance Unmanned Surface Vehicles (USVs) to collect high-resolution ocean floor mapping data globally to support Safety of Navigation for Fleet operations and enhance overall situational awareness. The contractor must demonstrate current capability and experience conducting long-endurance USV survey operations across four mission profiles: shallow water bathymetric surveys (vessel draft to approximately 200m depth), bathymetric surveys (200m to 4000m depth), deep water bathymetric surveys (4000m to full ocean depth), and seamount surveys (vessel draft to 4000m).
Operations will follow a Contractor Owned, Contractor Operated, Government Augmented (COCOGA) model, wherein the contractor provides all equipment, preventative and emergent maintenance, coordination of survey operations, safe mobilization, mission planning, and daily operations. The contractor may be responsible for data processing and delivery. Government augmentation may include leading planning and execution phases, operating the contractor-supplied ocean floor mapping payload, or performing all data processing. Desired solutions must achieve minimum monthly productivity of 2,000 linear nautical miles, utilize multibeam sonar systems, support Order 1A bathymetric data standards per International Hydrographic Organization specifications, enable remote monitoring and interaction by NAVOCEANO Subject Matter Experts via NIPRNET, and encrypt all data at rest and in transit. Data deliverables include raw sensor data (multibeam sonar, oceanographic profiles, GNSS observables, vessel motion data, and collection logs), a Report of Survey, and processed data products (processed multibeam data, processed oceanographic profiles, processed GNSS data, final production grids, processing logs, and documentation of production software utilized).

OCEAN FLOOR MAPPING WITH LONG-ENDURANCE UNMANNED SYSTEMS
1. BACKGROUND
The Naval Oceanographic Office (NAVOCEANO) collects, processes, and databases a wide variety of high-resolution, ocean floor mapping data. While a primary purpose is to support Safety of Navigation (SoN) for Fleet operations, the data are also utilized in a variety of other products that provide improved situation awareness for the Fleet.
The US Navy has a need globally for additional ocean floor mapping data in many ocean regions but does not possess the capacity to collect the data using the current portfolio of survey platforms.
This request aims to enhance the mission effectiveness by shifting tasks traditionally performed by government-owned, manned platforms, to obtaining services that incorporate contractor-owned long-endurance Unmanned Surface Vehicles (USV).
2. MISSION SCOPE
The contractor must have current capability and experience to conduct long-endurance USV survey operations in all mission profiles described in section 2.1:
2.1. Mission profiles
2.1.1. Shallow water bathymetric survey (vessel draft to ~200m water depth)
2.1.2. Bathymetric survey (200m to ~4000m water depth)
2.1.3. Deep water bathymetric survey (~4000m to full ocean depth)
2.1.4. Seamount survey (vessel draft to ~4000m)
2.2. Operating Model
2.2.1. Contractor Owned, Contractor Operated, Government Augmented (COCOGA)
2.2.1.1. The contractor provides all equipment required for the execution of mission requirements.
2.2.1.2. The contractor provides preventative and emergent maintenance for all equipment required for the execution of mission requirements.
2.2.1.3. The contractor is responsible for all coordination associated with survey operations.
2.2.1.4. The contractor is responsible for all safe mobilization, integration, mission planning and daily operations.
2.2.1.5. The contractor may be responsible for processing the resultant data to meet mission requirements and delivering said data in a timely manner.
2.2.1.6. Government Augmented tasks may include government leading all planning and execution phases.
2.2.1.7. Government Augmented tasks may include government operation of the contractor supplied ocean floor mapping payload.
2.2.1.8. Government Augmented tasks may include government performing all data processing.
3. DESIRED SOLUTIONS
Desired solutions are those that:
3.1. Utilize USV to accomplish mission objectives in efforts to increase mission efficiency and reduce risk to personnel.
3.2. Support the collection, management and transmission/delivery of survey data. Protect all data types at rest and in transit using encryption. Data is for Government use only. No additional resale.
3.3. Support the collection of bathymetric data up to Order 1A standards for uncertainty, feature search, and coverage as listed in International Hydrographic Organization (IHO), Special Publication 44, Edition 6.1.2.
3.4. Support a minimum monthly productivity of 2000 linear nautical miles.
3.5. Utilize multibeam sonar systems to collect bathymetry in all defined mission profiles.
3.6. Enable NAVOCEANO Subject Matter Expert (SME) monitoring and interaction through remote interface(s) accessible via NIPRNET.
4. DATA DELIVERABLES
4.1. Survey Data Deliverables:
4.1.1. Multibeam sonar in raw proprietary sensor formats, to include bathymetry, seafloor backscatter and water column backscatter
