About this file

This is a Performance Work Statement (PWS) for the procurement of a PrograMill 7 Dental Mill System and associated maintenance services for the Defense Health Agency at Eisenhower Army Medical Center, Fort Gordon, Georgia. The contract is a non-personal services agreement requiring the contractor to deliver, install, and maintain one PrograMill 7 milling system capable of dry milling dental materials including resins, wax, and zirconia. The Area Dental Laboratory currently processes approximately 30,000 units annually and supports over 130 Army dental treatment facilities worldwide; five existing dry mills have exceeded their life expectancy by two years, making the new system critical for sustained dental prosthesis fabrication capabilities.

The system must meet specific technical requirements including a 5-axis simultaneous control system with repetition accuracy of ±0.003 mm, a high-frequency synchronous spindle reaching 60,000 rpm with 300 watts continuous power, an automatic tool changer with 16-tool magazine capacity, and seamless integration with existing CAD/CAM equipment. The contractor must provide annual preventative maintenance visits including 5-axis calibration, spindle inspection, tool changer verification, suction filter replacement, and hardware cleaning. For corrective maintenance and repairs, the contractor must provide diagnostic services with tech support available 0630–1500 daily, respond within two hours of contact, and complete on-site visits within two business days. Software and firmware updates must be supplied as released by the original equipment manufacturer. The Period of Performance begins September 30, 2026 through September 29, 2027, with four optional one-year renewal periods extending through September 29, 2031. Work shall be performed at U.S. Army Dental Laboratory, Building 322, Fort Gordon, Georgia, during business hours Monday–Friday, 0630–1500, excluding federal holidays.

1.1.1 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to deliver, install, and maintain PrograMill 7 Dental Mill System as defined in this Performance

Work Statement (PWS).

1.1.2 Background: On 01 August 2022, U.S. Dental Laboratory located at Eisenhower Army Medical

Center, Fort Gordon, Georgia awarded contract W91YTZ22P0073 to Ivoclar Vivadent, Incorporated for

Dental Maintenance Services. The period of performance for the contract is 01 August 2022 through 31

July 2026. The Area Dental Laboratory (ADL) requests the procurement of one (1) PrograMill 7 milling system to sustain critical dental prosthesis fabrication capabilities. The ADL is the only full-service dental laboratory with the ability to fabricate a variety of dental prostheses to support over 130 Army dental treatment facilities worldwide. The majority of these dental restorations are produced utilizing a digital workflow that relies heavily on computerized milling technology. Dry milling, as opposed to wet milling, is the required method for processing wax, resins, and zirconia. These materials are essential to the fabrication of crowns, bridges, dentures, and implant restorations. The ADL currently processes approximately 30,000 units annually utilizing a dry milling process. The ADL currently owns 5 dry mills.

Each of these five systems has exceeded its life expectancy by two (2) years.

1.1.3 Scope: Services include delivery, setup, and ongoing preventative and corrective maintenance of the PrograMill 7 Dental Mill System. The contractor shall accomplish the installation of the base system and its scope of delivery (including the PrograMill Suction Unit, CAM software, PC/Monitor, and all associated accessories). Following installation, the contractor shall provide ongoing maintenance to ensure the machine can accurately dry mill zirconia, polymethylmethacrylates (resins), and wax to fabricate inlays, onlays, crowns, bridges, and complete dentures.

1.1.4 Period of Performance (PoP): The contractor shall provide the PrograMill 7 Dental Mill System along with maintenance services per the Performance Work Statement on 30 September 2026. The Period of Performance has a base period of 30 September 2026 through 29 September 2027, including four optional periods.

Option Period One (1): 30 September 2027 through 29 September 2028

Option Period Two (2): 30 September 2028 through 29 September 2029
