About this file

This document is an amendment to a Request for Quotations (RFQ) for catering services for the International Student Management Office (ISMO) Graduation Dinner, issued by the Department of the Navy Naval Supply Systems Command. The solicitation is a 100% small business set-aside, and quotes must include pricing, point of contact information, and a comprehensive technical proposal addressing specific requirements such as equipment utilization, audio-visual system integration, performance metrics, risk management, and compliance with DOD security protocols.

The evaluation will be conducted using a lowest price technically acceptable method, with quotes assessed on technical acceptability and past performance. Quoters must be registered in the System for Award Management (SAM) and submit a detailed non-price quote including a capability statement, proposed approach, menu for dinner(s), and two references. The government reserves the right to award based on best value, potentially selecting a quote that is not the absolute lowest price if it better meets the solicitation requirements. Submissions must be in PDF, Microsoft Word, or Microsoft Excel format, and will be evaluated for completeness, technical compliance, and overall capability to execute the graduation dinner services.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

EVALUATION OF QUOTES

The award will be based on a lowest price technically acceptable evaluation of quotes pursuant to the procedures of FAR Part 13. It is noted that the quoter’s submission will be evaluated for technical acceptability with regard to their quote’s conformance to the requirements of the PWS; moreover, the quoter’s past performance will be evaluated. The Government reserves the right to obtain, review, and consider information for use in the evaluation of past performance from any and all sources, including sources outside of the Government, available to the Contracting Officer and make a determination to go to a higher quoter if it is determined to be in the best interest of the government and the cost increase is justifiable.

The Government reserves the right to award based on some or all the CLINs listed in the solicitation.

To allow for an evaluation of technical acceptability, quoters should include in their quote the information listed in the Instructions to Quoters.

In addition to the quoter’s submitted past performance references, past performance information will be obtained, as available, from existing sources (SPRS, CPARS/FAPIIS, SAM.gov, Unison, etc.).

The Government intends to award a task order resulting from this solicitation to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-price factors. The lowest priced quote will be evaluated first and if technically acceptable, no further quotes will be evaluated, as that quote represents the best value to the government. Award shall be made to that quoter, if determined responsible, without further evaluation of any other quotes. If the lowest priced quote is not determined to be technically acceptable, the next lowest priced quote will be evaluated and the process will continue (in order by price) until a quoter is determined to be technically acceptable or until all quotes are evaluated. Although this is a reverse auction, the Government reserves the right to award to other than the very lowest price quote.

For all non-price factors, a quoter’s submission must be determined to be “Acceptable.” A rating that is less than “Acceptable”, i.e. “Unacceptable” (or in the case of Past Performance, “Limited Confidence” or “No Confidence”) in any non-price evaluation factor will render a quote ineligible for award consideration as submitted. In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quote will not be evaluated favorably or unfavorably on past performance; therefore, the quoter lacking past performance will be determined to have unknown (or “neutral”) past performance - in the context of acceptability/unacceptability, a neutral rating will be considered “acceptable
