About this file

This is a Contracting Officer Determination for Restricting Competition justifying a sole-source contract award under FAR Part 12.102(b). The 11th Airborne Division Aviation, under the Contracting Activity RCO-AK (413th Contracting Support Brigade), is procuring aircraft ski parts, mounting hardware, and survival pods from Airglas, Inc., the sole manufacturer of military aircraft skis. The estimated contract value is $4,500,000.00 with a period of performance from March 31, 2026, through September 30, 2031. The procurement consists of twelve parts with an estimated unit price of $375,000 per aircraft ski and hardware package. The base contract runs from March 31, 2026, through March 30, 2027, at $750,035.00, with four one-year renewal options (Option 1-4) valued at $772,536.05, $795,712.13, $819,583.49, and $844,171.00, respectively, plus a final period through September 30, 2031, valued at $375,017.50.

The justification establishes that Airglas, Inc. (located at 4305 Old International Airport Road, Anchorage, AK 99505-0902) is the only responsible source capable of meeting requirements for UH-60, HH-60, CH-47, and AH-64 helicopter skis. Market research, including extensive Internet searches and telephone confirmation from PEO Aviation and USARAK G-4 Aviation representatives, confirmed no other manufacturers produce military aircraft skis. The requirement is critical for Alaska aviation operations, as USARAK Regulation 95-1 mandates that aircraft without skis cannot operate outside local traffic patterns except under exceptional conditions. Aircraft skis are essential safety equipment for Alaska's unique snow and muskeg environment, preventing helicopters from sinking into soft terrain during landings. The justification notes a 2013 incident where an OH-58 helicopter without skis sank into muskeg, requiring costly recovery operations. This action is a follow-on to previous sole-source contracts W912D0-20-A-0009 ($2.5M BPA, August 27, 2020–August 26, 2025) and W912D0-15-A-0005 ($2.5M BPA, August 27, 2015–August 26, 2020). Contract specialist Ahmad Mustapha prepared the justification; Contracting Officer Dr. Yolanda Ikner approved it on February 18, 2026. Fair and reasonable pricing will be determined through pricing quotes, and the justification and award will be posted on SAM.gov per FAR 5.301.

6. Basis for Contracting Officers Decision: Airglas is the only company that produces and sells this supply. The items are needed for year-round operation as a safety issue. IAW USARAK 95-1, para 4-6(c) dated 22 March 2021, aircraft without skis will not be flown out of the local traffic pattern(s) except under exceptional conditions.

Control Number: 20-12W Contractor: Airglas, Inc.

Program/Equipment: Aircraft Ski Parts and Survival Pods

a. Background: This action is a follow-on to contract W912D0-20-A-0009. Airglas is the only company that produces and sells this requirement. The items are needed for year-round operation as a safety issue. IAW USARAK 95-1, para 4-6(c) dated 22 March 2021, aircraft without skis will not be flown out of the local traffic pattern(s) except under exceptional conditions. Alaska's unique environment of snow and muskeg requires that all aircraft be equipped with aircraft skis, especially when having to conduct controlled or emergency landings. This becomes a safety issue when landing in muskeg. Aviation has already experienced this issue in 2013 when an OH-58 that did not have aircraft skis landed and sank into the muskeg. The OH-58 helicopter had to be recovered costing the government additional funding. Alaska aviation units are the only units that have this type of requirement. Skis on helicopters are required to operate on the snow and muskeg in Alaska to prevent accidents and/or damage to the helicopter and occupants. The use of the skis keeps the helicopters from sinking into the surrounding soft terrain, thus enabling lift off under safe conditions. Attached is a memo from the vendor stating that skis are patented and Airglas is the only vendor that manufactures the skis for the military. Those actions were accomplished based on the information presented above

b. No other manufacture can provide the needed aircraft parts and would result in the 11th ABD Division being combat ineffective and risking both the mission and the Warfighter. Both PEO Aviation and the USARAK G-4 Aviation representative confirmed that Airglas is the only manufacture of military aircraft skis The ability to efficiently have replaceable parts is a key support function for Aviation procurement.

Delivery is projected for August 2026 with ordering beginning within the month of March. This will save future delays and failure of mission readiness for the soldiers.

c. Impact if not approved: If a sole-source action is not approved, 11th ABN would fail to have a needed contract and would lead to risk to the mission and to the warfighter.

7. Actions to Increase Competition: There are no authorized dealers for this supply.

Moreover, there are no other sources providing a competitive product meeting this requirement UH-60, HH-60, CH-47, and AH-64 helicopter skis. This manufacturer does provide prices that are offered to the general public for civilian- type helicopters, but most of these types do not have wheels like their military counter parts.

8. Publicizing Contract Actions: Synopsis/notification requirements of FAR 5.101 apply as authority under 6.103-1 (only one responsible source) is excluded from the exceptions under 5.101(b)(2). Justification and award to be posted on SAM.gov in accordance with FAR 5.301.

14. Conclusion: I certify that this justification is accurate and complete to the best of my knowledge and belief. The decision to limit competition is not caused by a lack of planning by the requiring activity or concerns related to the amount of funds available or to the agency or activity for acquisition. In making this determination I solicited offers from as many potential sources as practicable under the circumstances. The proposed contractor has demonstrated unique qualifications, and the nature of the acquisition requires limiting competition using FAR 12.102(b). I have determined that the costs to the government will be fair and reasonable and the appropriate market research has been conducted.
