Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The 7th Floor Pharmacy at the VA Indianapolis Medical Center requires enhanced environmental monitoring to maintain compliance with operational and safety standards. This project involves the installation of wireless temperature and humidity sensors and the setup of a new Building Management System (BMS) network drop to support monitoring activities. This one time purchase order is estimated to cost-.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Conserv holds exclusive rights, proprietary technology, and specialized expertise necessary for the successful implementation of the product and services required for this project. Conserv is the sole JCI Authorized Building Controls Specialist-Contractor in the state of Indiana. Additionally, using an outside controls specialist could void the warranty on previous work done by Conserv related to the Building Management System that this project is integrating equipment to.
4. Description of market research conducted and results or statement why it was not conducted:
Conserv is an authorized distributor of the required equipment to be installed. The Building Management System for the project will be required to integrate with the existing system.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1{b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
