About this file

This document is a collection of specification sections for a federal construction contract at the Dayton VA Medical Center. The specifications outline general requirements, quality control procedures, safety requirements, and joint sealant installation standards for construction or renovation work.

The General Requirements section (01 00 00) establishes contractor obligations including site security, badging requirements for employees, operations confined to authorized areas, protection of existing vegetation and utilities, and restoration of disturbed work. Contractors must coordinate with VA police for access, obtain written permission for photography, and provide one week's notice before starting work. Specific sections address alterations requiring pre-work surveys, temporary facilities requiring COR approval, utility service interruptions requiring 7-15 days advance notice depending on severity, and phased work coordination with the Medical Center's 24/7 operations. The Safety Requirements section (01 35 26) mandates compliance with OSHA standards, requires an Accident Prevention Plan with detailed hazard analyses, establishes competent person and site safety and health officer requirements, and specifies infection control measures including dust control protocols and HEPA filtration for Class III and IV construction areas. Quality Control requirements (01 45 00) require a comprehensive CQC Plan within 14 days of Notice to Proceed, a dedicated CQC System Manager onsite at all times, and three-phase control inspections (Preparatory, Initial, and Follow-Up) for each definable feature of work. Joint Sealant specifications (07 92 00) require ASTM C920 elastomeric sealants for exterior applications, field-adhesion testing before installation, compatibility testing with adjacent materials, and preconstruction mockups to verify aesthetic effects and material performance.

The Contractor is responsible for fully complying with all contract requirements and the satisfactory construction of all work, including the need to check, confirm, and coordinate the work of all subcontractors for the project.

Non-compliant material incorporated in the work will be removed and replaced at the Contractor’s expense.
